한국사회는 인구감소와 수도권 집중화 등으로 지역의 생산인구 부족과 지방소멸의 문제가 사회 문제로 발생하고 있다. 이러한 문제를 해결하기 위해 기존의Top-down 방식에서 벗어나 지역사회의 요구를 반영한 Bottom-up 방식으로이민 정책의 패러다임 전환을 통해 외국인이 지자체 추천을 통해 특정 지역에 거주하며 일할 수 있도록 하는 ‘지역특화형 비자 제도’가 도입되었다. 지역특화형 비자 제도는 우수인재(F-2-R)와 재외동포(F-4-R)의 유입을 통해 지역 인구유입과 지역 활성화를 목적으로 시행되었다. 그러나 지역특화형 비자 제도는 외국인유입을 통한 지역 활성화의 잠재력을 가지고 있지만, 제도 시행 이후에도 신청 자격의 경직성, 가족 초청의 문제 등 문제가 존재하고, 이에 대한 개선 방안이 필요하다. 지역특화형 비자 제도의 성공적 운영을 위해서는 외국인 정착 지원, 제도적유연성 확보, 그리고 지역사회와 외국인 간의 상호작용 강화가 필수적이다. 지역특화형 비자는 이주민의 안정적 정착을 통해 지방소멸 문제 해결과 지역 경제 활성화에 기여할 수 있는 중요한 정책으로 자리 잡아야 한다.
Abstract
In Korean society, the problem of local production population shortage and local extinction is occurring as a social problem due to population decline and centralization of the metropolitan area. In order to solve this problem, a ‘regional specialized visa system’ was introduced that allows foreigners to live and work in a specific area through local government recommendation through a paradigm shift in immigration policy from the existing top-down method to a bottom-up method that reflects the needs of local communities. The regional specialized visa system was implemented for the purpose of inflow of local population and revitalization of the region through the influx of excellent talent (F-2-R) and overseas Koreans (F-4-R). However, despite the potential of the Regional Specialized Visa system to revitalize local communities through the inflow of foreign residents, several issues persist, including the rigidity of eligibility criteria and limitations on family reunification. These problems necessitate improvements. For the successful operation of the Regional Specialized Visa system, it is essential to support the settlement of foreign residents, ensure institutional flexibility, and strengthen interactions between local communities and foreigners. The Regional Specialized Visa must establish itself as a critical policy that contributes to addressing regional extinction and revitalizing local economies through the stable settlement of immigrants.
