국민임대주택 보조금의 범위와 규모

정부가 주택부문에 투자하는 예산규모가 큼에도 불구하고, 실제 보조금의 범위와 규모는 잘 알려져 있지 못한 것이 현실이다. 특히 정부 보조금에 대한 정의가 불분명한 상태에서 어디까지를 보조금의 범위로 볼 것인가에 대해 개별연구자의 연구목적에 따라 다양한 정의를 활용하기 때문에 정확한 보조금의 규모를 파악하는데 어려움을 겪고 있다. 국민임대주택정책의 보조금규모를 정확히 측정하기 위해 택지개발, 주택건설, 주택관리 단계에 이르는 주택수명주기 접근방법 사용하여 서울의 도봉지구 국민임대주택단지를 사례로 분석하였다. 분석결과 6% 재무적 할인율 하에서 정부가 명시적으로 발표하는 국민임대주택 보조금과는 정부발표보조금에 비해 3.01배 이상 되는 것으로 나타났다. 또한 할인율을 4%에서 10%까지 변화시켜 보더라도 총보조금대비 정부발표보조금은 2.35~3.71배의 차이가 발생하였다. 이러한 연구결과는 저소득층을 위한 임대주택사업이 중요한 만큼 보다 엄밀한 재무분석을 통해 사업을 계획하고 추진하려는 노력이 절실하다는 점을 시사하고 있다.
Abstract
Although government uses a great deal of subsidy in housing policy, there is no unitary definition of housing subsidies. Considering the life cycle costs of public housing, this paper defines and measures the public housing subsidy in a case of public housing area in Dobong-gu, Seoul. It is practical way to adopt the life cycle cost approach in measuring direct and indirect subsidy. Under 6% discount rate, total present value of subsidies per a housing unit are estimated more 3.01 times than explicit public costs. This shows that more rigorous examination of housing subsidy is needed for providing public housing
