1990년대 북한 선군정치와 군사력 강화의 외생 변인 연구

초록

1990년대 북한은 경제정책의 실패와 기근 그리고 공산권 붕괴에 따른 국제적인 고립으로 인해 고난의 행군이라는 심각한 경제적 위기를 겪었다. 경제적 위기 속에서 북한은 선군정치를 표방하고 군사력을 강화하였다. 이 연구는 경제위기 속 군사력 강화의 메커니즘을 외생 변인을 중심으로 설명한다. 총과 버터의 모델에 따르면 경제적 어려움은 군비의 축소를 야기할 수 있지만, 위협균형론에 따르면 적대 국가의 위협 증가는 균형정책을 추구하도록 만든다. 이때 균형은 자국의 군비를 증강하는 내적균형과 동맹국의 군사력에 의존하는 외적균형이 있는데, 동맹의 신뢰성이 낮아 방기의 우려가 발생할 경우에는 경제적 어려움 속에서도 내적균형을 선택하게 된다. 1990년대 북한은 증대되는 외부의 위협 속에서 동맹에 의존할 수도 없는 상황에 놓여있었다. 당시 미국은 걸프전쟁과 코소보 전쟁을 거치며 단극체제 속에서 언제든지 자신에 반하는 국가를 공격할 수 있다는 것을 보여주었다. 이러한 상황에서 소련의 붕괴와 한중수교는 북한의 동맹에 대한 의존을 매우 어렵게 만들었다. 결국 북한은 선군정치를 기반으로 핵 및 미사일 개발로 대표되는 군비증강 즉, 내적균형의 추구를 선택했던 것이다. 이 사례연구는 오늘날 대한민국과 미국의 대북정책에도 함의를 준다. 경제제재가 효과적으로 이루어지더라도 북한이 내적균형을 필요로 하는 외부 조건이 조성될 경우 비핵화 및 군사적 긴장의 완화는 달성하기 어려울 수 있다는 것이다.

Abstract

In the 1990s, North Korea experienced economic policy failures, famines, and international isolation. Confronted with a severe economic crisis, North Korea adopted the Military-First Politics slogan and bolstered its military capabilities. This study aims to elucidate the mechanisms underlying military build-up during economic crises, considering external factors. The Guns-and-Butters Model suggests that states may curtail military expenditures during economic downturns. However, the Balance of Threat theory posits that in the face of external threats, states seek to counterbalance those threats. Balancing strategies can take two forms: internal and external balancing. In cases where external balancing is unfeasible, internal balancing becomes the sole option, even amid an economic crisis. North Korea in the 1990s exemplified this scenario. The United States demonstrated its capacity to intervene against opposing states through actions like the Gulf War. Additionally, with the collapse of the Soviet Union and deteriorating North Korea-China relations, reliance on external balancing became unreliable. Consequently, North Korea turned to its own military capabilities, particularly its nuclear arsenal.
