Abstract

This study analyzes three peace agreements that sought to end the Angolan civil war (Bicesse, Lusaka, and Luena) in order to examine how external intervention and the agency of negotiating parties shaped the process of peacebuilding. The Angolan case demonstrates that, rooted in the legacy of European colonialism since the Portuguese arrival in the sixteenth century and further compounded by Cold War proxy conflicts, institutional distrust and power asymmetries led to the repeated collapse of agreements despite international mediation. The Luena Agreement, however, brought the war to an end as autonomous consensus combined with limited external involvement under the shifting realities of military balance and leadership change. Based on this analysis, the study proposes an “external intervention-autonomy dilemma model” and explores both the limitations and possibilities of the Korean peace process. Furthermore, it emphasizes the importance of building genuine trust and institutionalized security guarantees over formal agreements, and highlights the implications of post-colonial, non-Western peace experiences for the broader field of peace studies.
