통합이론에 비추어 본 한반도 통일: 독일 재통일 사례를 중심으로

본 논의는 한반도에서 북한이 추구하는 무력통일을 배제하고, 한국이 정립한 평화통일을 실현할 가시적 방안을 검토하고자 연구했다. 이때 평화적 방법을 통해 초국가적 공동체를 구성하려는 ‘통합이론’을 기반으로, 평화적 지역통합에 성공한 독일 재통일 사례를 분석도구로 활용하였다. 통합이론을 독일 재통일 사례에 반영하여 검토한 결과, 독일 지역통합을 촉진한 요인은 ‘초강대국 미국의 지원’이었고, 그 수단은 ‘막강한 국력’이었다. 한반도 역시 독일과 유사하게 제2차 세계대전 종전과정에서 38선을 두고 지리적으로 잠정 분단되었다. 그렇다면 통합이론 관점으로 한국과 독일의 분단 환경을 접목하였을 때, 미국의 지원이 지역통합 촉진 요인이었던 독일 재통일 사례가 한반도 통일에 하나의 대안이 될 수 있다. 이에 따라 한국은 한반도 지역통합 가능성을 높이고자 초강대국 미국의 지원을 받는데 관심이 필요하다.
Abstract
This discussion aims to explore tangible pathways towards achieving the peaceful unification envisioned by South Korea while excluding the notion of armed unification pursued by North Korea on the Korean Peninsula. Grounded in the 'integration theory,' which advocates for the formation of a transnational community through peaceful means, this study utilizes the successful case of German reunification as an analytical framework. Through an examination of integration theory in the context of German reunification, it was found that the promotion of German regional integration was facilitated by 'support from the United States, a superpower,' with 'strong national power' serving as a means. Similarly, the Korean Peninsula, like Germany, experienced temporary geographic division along the 38th parallel at the conclusion of World War II. By juxtaposing the division environments of Korea and Germany through the lens of integration theory, the German reunification case, characterized by US support as a driver of regional integration, emerges as a potential alternative for Korean Peninsula unification. Consequently, Korea's interest in receiving support from the United States, a superpower, becomes imperative to enhance the prospects of regional integration on the Korean Peninsula.
