AfT는 개도국, 특히 최빈국이 대외무역 개방을 통해 경제적 이익을 확보할 수 있도록 무역역량과 인프라를 구축하는 것을 도와주는 모든 원조를 의미한다. 산업화와 무역입국을 동시에 성취한 우리나라는 공여국으로서 AfT분야에서 무역을 위한 많은 지식을 가지고 있으며 다른 선진국과 구분되는 노하우를 개도국에 전달할 수 있는 비교우위를 가지고 있다. 내륙국가로서의 단점을 극복하고 무역을 통한 경제발전의 동력을 확보하기 위해서는 중앙아시아 국가들은 무역을 위한 원조를 적극적으로 활용할 필요가 있다. 중앙아시아 지역으로의 AfT 가운데 가장 중요한 것은 역내외 교역을 촉진할 수 있는 물리적, 제도적 기반을 동시에 해결하게하는 조치들이다. 한국의 對중앙아시아 개발 협력은 무역을 위한 원조에 보다 집중적으로 추진될 필요가 있다. 그 이유는 무역 관련 지식과 노하우 및 소프트 인프라로서 무역원활화의 중요성이 증대하고 있으며 ICT 기술 활용도가 증가하는 추세에서 공여국으로서 한국은 수원국의 무역 부흥에 가장큰 기여를 할 것으로 기대되기 때문이다. 한국은 중앙아시아 국가와의 개발 협력에 있어 역내 협력을 촉진할 수 있도록 지역차원의 무역을 위한 원조를 적극적인 추진할 필요가 있다.
Abstract
Aid for trade(AfT) is all kinds of aid program which helps to build the trade capacity and infrastructure in order to achieve the economic benefits through international trade openness in developing countries, especially the least developed countries. Korea has a lot of knowledges related to international trade. Unlike other developed countries, Korea as donor country has comparative advantages in the AfT field as it can deliver the expertises and know how. In order to overcome the shortcomings as a landlocked country, Central Asian countries need to actively take advantage of the aid for trade to ensure economic growth through earnings from international trade. The most important of AfT to Central Asia are measures to remove the physical and institutional barriers. Development cooperation with Central Asian countries, Korea focus more intensively on aid for trade. The reasons are as following: first of all Korea has trade-related knowledge and know-how, second - the importance of soft trade facilitation measures, third - trends of increased utilization of ICT technology. In this context, Korea has actively to pursue the aid for trade at the regional level that is to promote regional cooperation among the Central Asian countries.
