이 연구의 목적은 지자체 재난관리조직 시스템의 진단·평가모형을 제안하고, 모형의 적용·평가를 통해 재난예방과 발생에 따른 유기성, 현장 대응성, 전문성, 통합성이 높은 항구적 처방방안을 제시하고자 한다. 이들 목적을 보다 구체화 하면다음 몇 가지로 제시된다. 첫째, 재난관리의 패러다임 변화와 접근방식 및 대응방식에 대해 재조명, 둘째, 지방조직의 재난 및 안전에 대한 상호 유기적 연계성과 현장대응성의 문제를 진단하고 개선방안 제시, 셋째, 지자체 재난관리조직의 진단·평가체계 마련, 넷째, 재난관리 조직체계, 운영체계, 조직간 연계성, 시민대응체계 등에 대한 진단·평가 방안 모색, 지방자치단체의 재난관리체계 벤치마킹 방안으로 주요 선진국 지방조직의 재난관리 운영체계 분석, 다섯째, 지자체 재난관리조직의 진단·평가모형에 16개 광역시·도 적용을 통한 재난관리 조직의 문제점 분석 및 구체적인 활성화 방안 등 을 제시하였다.
Abstract
The purpose of this research is to introduce a diagnosis-evaluation model for the disaster management organization system, and to suggest the permanent measures that are highly connective, site responsive, professional, and comprehensive through the application of it. The specific objects are: To reilluminate the paradigm shift, approaches and response ways for di saster management; to diagnose the site responsiveness and problems of connectivity among local disaster management organizations, and to introduce improvement schemes; to diagnose and evaluate the organizational operating system, organizational connectivity, and citizen response system of disaster management organizations through a diagnosis-evaluation system; to analyze and benchmark the operating system of local disaster management in advanced countries; to analyze the problems of disaster management organizations and suggest specific measures of vitalization by application of the model for 16 metropolitan governments.
