지방정부 재난관리 역량평가시스템 구축에 관한 연구- 제주특별자치도를 중심으로 -

본 연구는 우리나라의 재난 및 재난관리 상황에서 재난관리 능력을 높여 피해를 최소화하기 위한 방안으로서 재난관리 역량 평가지표를 제시하였고, 평가지표에 따른 현재 재난관리 역량의 수준을 제주특별자치도의 재난관련 담당자들의 인식을 통하여 평가하였다. 재난관리 역량별․단계별 평가의 결과, 재난관련 담당자들이 인식하고 있는 각 지표의 중요도 및 우선순위와 각 지표별 현재 수준에 대해서는 일치하지 않고 있음을 알 수 있다. 이에 분석결과와 이론적 검토 등을 토대로 지방정부의 재난관리 역량을 강화할 수 있는 방안을 다음과 같이 제시하였다. 첫째, 지방정부의 특색을 반영할 수 있는 종합적인 평가지표의 개발과 평가방법 등을 결정하는 전담 기구를 설치하여야 한다. 둘째, 제주특별자치도의 안전에 관한 실질적인 심의․조정을 하는 안전관리위원회의 역할 강화와 전문성 향상이 필요하다. 셋째, 재난발생의 규모를 떠나서 해당 지방정부에서 우선적으로 재난에 대처할 수 있도록 중앙정부와 지방정부간의 현실적인 협력을 통하여 예산이나 인력, 장비 등에 대해 지속적인 지원이 이루어져야 한다. 넷째, 재난담당 공무원에 대한 전문 인력의 확보와 전문성 향상을 위한 지속적인 전문 교육훈련이 필요하다.
Abstract
This study suggested an evaluation index to assess disaster management capacity as a way to improve disaster management capacity, and the assessment was conducted through recognition of officials in charge of disaster management at the Jeju Special Self-Governing Province with respect to level of disaster management capacity. This study suggests following plans to strengthen disaster management capacity of local government; First, it is required to install an organization exclusively for development of comprehensive evaluation index and decision of assessment method to reflect characteristics of local government. Second, it is necessary to strengthen the role and to improve specialty of safety management committee. Third, it is necessary to make continuous support of budget, manpower or equipment through realistic cooperation between the central and local government. Fourth, it is necessary to secure specialized officials in charge of disaster and to continuously have professional training to improve specialty.
