Abstract
In March and June of 2017, the Government of Japan (the Ministry of Education, Culture, Sports, Science and Technology: MEXT) revised and announced the revised School Curriculum Guidelines and their Commentaries for Elementary and Middles schools. In these revised Guidelines and Commentaries, they are described as the followings: “to mention that Dokdo is an inherent territory of Japan” etc. This paper examines the status and issues with Dokdo-related descriptions in Japanese Elementary and Middle school social studies textbooks which respectively passed the examination in 2019 and 2020 after the 2017 revision of Curriculum Guidelines and Commentaries. All Japanese Elementary school social studies textbooks (3 publishers, 9 types) for 4th to 6th grade include the contents about Dokdo. For example, in the textbooks for 4th grade students, Dokdo is marked as a Japanese territory in the map. In case of the textbooks for the 5th and 6th grade, Dokdo is described as “Japan’s inherent territory” and “being illegally occupied by Korea”. In the textbooks of Citizens (6 types) and Geography (4 types) of Middle school, Dokdo is described as “the inherent territory of Japan” and “under Korea’s illegal occupation”. In addition, all History textbooks (7 type) state that “Japan incorporated Dokdo into Shimane Prefecture in 1905.” These descriptions are the result of reflecting the contents of the revised Guidelines and Commentaries. In Japanese textbooks, the concept of “inherent territory” is defined as “a territory which has never been occupied by other countries,” and the textbooks emphasize that “Dokdo is an inherent territory of Japan”. This definition of the concept can be interpreted as an intention to minimize the contradictory claims of the existing theory of occupation of terra-nullius in 1905 and the theory based on the establishment of territorial sovereignty in the 17th century. This shows that the Japanese government has tried to minimized the contradictions of their own arguments in their textbook descriptions through the Guidelines and examination processes, while controlling not to write historical description which can be unfavorable to their country such as the 1877 Directive of the Grand Council of state (Dajokan). In addition, by claiming that Korea has been illegally occupying Dokdo, and that Japan has been working for a peaceful solution, the textbooks highlight Korea as an illegal occupation commited country whereas Japan is described as a peace-loving country. The description about Dokdo in Japanese textbooks shows how the Japan’s state-led education leads their students to have an unfavorable impression about Korea, their neighboring country, thus, can promote distrust and conflict between the future generations of Korea and Japan, for which a serious concern can be expressed about its harmful impact on the relationship between two countries.
