고압 가공송전선 건설과 관련하여 갈등이 빈번한 상황에서 선하지의 정당한 보상과 관련하여 현재 법규가 미흡하고 연구도 미진한 실정이다. 선하지에 관한 적정한 보상을 통해 주민의 갈등을 해소하고 공익사업을 원활히 시행하기 위해서는 먼저 선하지의 감가에 대한 구체적인 연구가 시급하다. 본 연구는 고압 가공송전선이 선하지의 가치에 미치는 영향을 분석하는 것이 목적이다. 연구방법은 문헌연구와 실증분석이며, 연구결과를 요약하면 다음과 같다. 먼저, 분석변수 중 회선수, 송전선 높이, 지세는 무의미한 변수로 나타났다. 따라서 「선하지평가지침」에서 추가보정률 산정기준으로 제시한 송전선의 높이 등은 재검토를 요한다. 둘째, 전압별로 감가율의 차이가 있었다. 또한, 유의미한 변수도 차이가 있었고, 동일한 변수라도 전압별로 상대적 중요도가 다르게 나타났다. 이는 보정률 산정기준을 전압별로 달리해야 함을 시사한다. 셋째, 평균감가율이 765kV: 36.94%, 345kV: 29.74%, 154kV: 26.30%로 나타났다. 이는 「선하지평가지침」에서 제시한 보정률 산정기준 보다 높으므로 「선하지평가지침」 개정시 상향조정이 필요하다. 넷째, 용도별 감가율을 보면 모든 전압에서 주거용 > 농지 > 임야의 순으로 감가율이 나타났다. 또한, 공업용은 주거용이나 상업용에 비해 감가율이 훨씬 낮게 나타났다.
Abstract
Even though the conflicts related to the construction of overhead transmission lines are arising, existing laws about proper compensation on the land under power lines are inadequate to deal with these problems. There is also a lack of research on the decreasing value of the land under power lines. The purpose of this study is to analyze the effect of high-voltage overhead transmission lines on the value of land under power lines. Literature studies and empirical analysis were used for this study. The results are as follows: First, the number of lines, the height of the transmission lines and topography are found to be insignificant. Second, the decreasing value rate and meaningful variable was different in each voltage. Third, average decreasing value rate is 765kV: 36.94%, 345kV: 29.74%, 154kV: 26.30%. It is higher than a calculation standard presented in 「Assessment Guidelines on the Land Under Power Lines」. Forth, The decreasing value rate according to land usage was different. Residential land is the first followed by farming land and woodland. The decreasing value rate of Industrial land was much lower than that of residential and commercial.
