환경오염 중 고압송전선은 주변 환경에 직접적․간접적으로 피해를 주며, 최근 밀양송전선 사태와 같이 해당 주민, 사업시행자 및 국가 모두의 당면 문제이며, 사회적으로 큰 비용을 초래한다. 본 연구는 고압송전선과 관련한 사회․경제적인 문제해결을 위하여 실증적인 사례분석이 필요한 상황인 점을 고려하여, 고압송전선이 주변 지가에 미치는 영향에 대하여 사례분석을 통하여 실증분석 하였다. 본 연구는 강원도 삼척시 삼척종합발전단지 인근의 지역을 대상으로 주민 설문조사 및 거래사례를 조사․분석하였다. 해당 지역 고압송전선의 영향이 미칠 것으로 판단되는 실거래가를 조사하여, 그중 반복 매매되는 경우 사례를 추적조사를 통하여 지가하락에 대한 스티그마 효과를 분석하였다. 연구결과를 요약하면 다음과 같다. 첫째, 마을을 관통하는 고압송전선에 대하여 주민이 느끼는 심리적 불안, 혐오감이 존재한다. 이것은 시각적, 신체적(건강 포함), 소음 등으로 표현되고 인식되고 있다. 둘째, 고압송전선이 주변 지가에 미치는 영향 여부를 파악하기 위하여 거래사례를 분석한 결과, 거래자체가 거의 없으며, 오히려 개발사업과 관련한 거래가 많다는 점은 고압송전선의 영향을 받은 부동산에 대한 거래 자체가 곤란하거나 어렵다는 것을 추정할 수 있다. 셋째, 고압송전선 주변의 반복 거래된 사례를 통하여 보다 현장조사 및 분석을 한 결과 약 5% 정도의 스티그마 효과를 보였다.
Abstract
The high voltage transmission line directly or indirectly damages the surrounding environment. This is an immediate problem for residents, business operators and the government. It causes a great social cost. In this study, the influence of the high voltage transmission line on the surrounding land is analyzed through case studies. This study investigated the survey and transaction cases in the relevant area. The results of the study are summarized as follows: First, the high voltage transmission line caused by the large-scale development project gives psychological anxiety and disgust to the residents. It is expressed and recognized as physical, visual, and noisy inconveniences. Second, it is rarely traded around high voltage transmission lines and there are very few transactions in the area affected by the lines. Third, in-depth investigation and analysis of repeated transactions showed about 5% stigma effect. The limitations and challenges of the research are as follows. It is necessary to analyze empirically as considering the fact that most of the existing high-voltage transmission line studies lacks a specific analysis when dealing with public land(house) prices or transactions. Various case studies are required to solve the current dispute related to the high-voltage transmission line. A reasonable alternative to social conflicts should be presented through continuous empirical research.
