Abstract
This study aims to identify the dominant perspectives of Korean media on artificial intelligence by analyzing the frames in newspaper editorials. Through an inductive approach to editorials about artificial intelligence published in 10 major Korean daily newspapers from 2016 to March 2025, six frames were identified in order of frequency: 'Urging swift government response to secure AI sovereignty', 'Urging legal responses to AI side effects', 'Criticism of domestic AI industry’s lack of competitiveness', 'Urging the government to ease regulations and restructure government agencies', 'Urging active responses from companies/researchers', and 'Proposing social deliberation for human-centered AI'. The analysis revealed that Korean media perceive that Korea's AI industry competitiveness lags behind other countries and that the Korean government has been slower than foreign governments in easing regulations and organizational restructuring, thus the government should respond swiftly in global hegemonic competition and urgently establish legal and regulatory frameworks to address side effects. Additionally, the fact that the two most frequent frames urge government action indicates that the Korean media perceive the government's role as most important in both fostering artificial intelligence and monitoring its side effects. There was also some recognition that companies and researchers should all actively respond to AI development and its side effects, but the necessity for sufficient deliberation and social consensus among diverse stakeholders was the least frequently emphasized frame. When examining frames according to media’s political orientation, similarities were as prominent as differences between liberal media and conservative/moderate media. The number of AI-related editorials published in liberal media was relatively small, and liberal media emphasized the need for social deliberation among various stakeholders, which conservative/moderate media rarely mentioned. However, at the same time, the frames most frequently used by liberal media were Volume 34 Number 4 2025인공지능 프레이밍: 한국 언론 사설의 프레임 유형 연구www.kipa.re.kr 299 actually criticism of the lack of competitiveness of the AI industry and calls for law and regulation against side effects. Crucially, there was no difference among conservative, moderate, and liberal media in perceiving the government's role as most prominent in both fostering artificial intelligence and monitoring its side effects. In essence, regardless of political orientation, Korean media consistently criticized Korea's weak AI industry competitiveness and continuously urged the government to respond swiftly to foster AI and establish legal and regulatory frameworks to mitigate side effects. These findings suggest that Korean media have consistently shaped a discourse structure that aligns with the government's current efforts to rapidly enact AI legislation.
