알고리즘 기반의 프레임 추출로 본 정부와 언론의 원자력 프레임 경쟁 양상 : 프레임 자동 추출 기법의 효율성과 타당성 연구

초록

정부와 보수 언론, 진보 언론이 ‘신고리 원자력 발전소 건설’ 문제처럼 찬반 진영의 이해 대립이 치열한 쟁점을 어떻게 해석하는가는 중요한 질문이다. 이 주체들이생산한 주장은 공적 텍스트를 구성하는데, 본 연구는 이를 분석하는 과정에 인간이아니라 알고리즘을 투입하는 기법을 적용했다. 이 결과, 공론화위원회 결정 이전에정부는 ‘대체 에너지 활용’을 지배적 프레임으로, ‘원전 안전성’을 이차적 프레임으로사용한 반면에, 보수 언론은 ‘공론화의 찬반 논쟁’을 지배적 프레임으로 부각시켰고‘원전 건설’과 ‘탈원전 대체 에너지 정책’을 이차적 프레임으로 사용했다. 진보 언론은‘신고리 원전 공론화’를 지배적 프레임으로 강조했고 ‘대체 에너지 활용’, ‘원전 안전성’, ‘탈원전 정책 추진’을 이차적 프레임으로 동원했다. 결정 이후에 정부는 ‘국외 원전 건설’ 프레임을 부각시켰고 ‘원전 안전성’과 ‘대체 에너지 활용’ 프레임을 추가로활용했다. 보수 언론은 ‘원전 유지와 수출’ 프레임을 내세우면서 ‘대체 에너지 활용’을 이차적 프레임으로 활용했으며, 진보 언론은 ‘공론화 결정 수용’ 프레임을 강조하고‘대체 에너지 활용’과 ‘원전 정책 전환’ 프레임을 추가로 적용했다. 세 주체들이 자신들의 입장과 일치하는 관점에서 가장 중시하는 프레임으로 원전 문제를 다루면서 서로 경쟁한 것으로 풀이된다. 또한 이 프레임들을 자동 추출하는 방법은 효율적이고타당하다고 하겠다.

Abstract

How the government and conservative and liberal news media interpret such controversial issues as the construction of Shin Kori nuclear power plants is an important question. These actors’ assertions and arguments constitute a public text, to which this study applies algorithm-based technique instead of human coders. As result, the government highlighted the usage of alternative energy as a dominant frame and used the safety of a nuclear power plant as a secondary frame before the decision. The conservative media focused on the controversy of supportive and opposing public deliberation and used the construction of a nuclear power plant and the policy of post-nuclear power and alternative energy as secondary frames. The liberal media emphasized the deliberation of the Shin-Kori nuclear power plant and used the usage of alternative energy, the safety of a nuclear power plant, and execution of post-nuclear power policy as secondary frames. After the decision, the government relied on the construction of a nuclear power plant abroad in addition to such secondary frames as the safety of nuclear power plant and the usage of alternative energy. The conservative media highlighted the maintenance and export of nuclear power plants and additionally used the frame of the usage of alternative energy. The liberal media focused on the acceptance of the committee’s decision in addition to such secondary frames as the usage of alternative energy and the shift in the policy of a nuclear power plant. These three actors developed the most important frames in consistent with their positions to deal with the issue of nuclear power plants and competed with each other. The automatic extraction of these frames is an efficient and valid approach.
