소득주도성장론에 대한 비판과 반비판

소득주도성장론은 소득불평등의 교정 및 임금을 포함한 가계의 가처분소득 증가를 통해 성장과 분배의 선순환을 모색하는 진보적 성장론이다. (포스트) 케인스주의에 입각하여 공급보다 수요를 중시하고 재정의 역할을 강조한다. 소득주도성장론에 대해서는 장기 성장경로에 대한 고민이 부족하고, 수출의존도가 높은 개방경제에 적용되기 어렵다는 등의 비판이 제기된다. 그러나 수요, 분배, 공급 측면에서 최근의 한국경제 여건을 살펴본 결과, 소득과 부가 지출성향이 낮은 곳에 집중되어 있고, 공급보다 수요의 부족이 더큰 문제라는 점에서 성장 패러다임을 전환할 가치가 충분히 있다고 판단된다. 다만, 머지않아 인구 감소를 겪게 될 한국의 특수 상황까지 감안하면, 소득주도성장전략이 성공하기 위해서는 보다 적극적이고 구조적인 총수요 확대 정책이 필요할 것이다.
Abstract
The income-led growth is a progressive growth strategy pursuing alleviating income inequality and raising household disposable income, aiming at virtuous cycle between distribution and growth. Based on (post) Keynesian tradition, it puts more emphasis on demand than supply, and the role of fiscal policy. It is criticized that the income『led growth theory is little concerned on the longer run supply path, and hard to be applied to an open economy highly dependent on exports. But investigating recent conditions of Korean economy on aggregate demand, distribution, and aggregate supply, we found that income and wealth are heavily concentrated on low expenditure propensity sectors, and the lack of demand is more problematic than supply. Evidences are accumulating favoring a paradigm shift toward income or demand driven growth. To fight against wide headwinds of declining population in the near future, we need more active and structural expansion of aggregate demand.
