2021년 중국 공산당은 창당 100주년을 맞이했다. 시진핑 주석은 지난 100년의중국 공산당의 사명을 중화민족의 위대한 부흥이라고 하며 한 세기에 걸친 중국의혁명 역사를 민족주의의 서사로 대체하고 있다. 이렇게 강대국으로 부상한 중국이지만 중국의 청년 노동자들의 삶은 더 피폐해지고 있다. 최근 몇 년간 중국의 온라인에서는 청년 노동과 관련해 ‘내권(內卷)’과 ‘당평(躺平)’이라는 담론이 큰 이슈가 되었다. 내권은 원래 중국 경제사와 관련해 중국이 질적 발전이 없이 양적 증가만 지속되어 자본주의로의 이행에 실패했다는 개념이었다. 하지만 2020년 중국에서 유행한 내권 담론은 극심한 경쟁의 격화와 과로 사회를 지칭하는 논의가 되었다. 이어서나타난 2021년 당평 운동은 드러누워 아무것도 하지 않겠다는 뜻으로 절망적인 중국의 내권 상황에 비협조운동으로 저항하겠다는 의미를 담고 있었다. 중국의 온라인에서 당평이 큰 호응을 받은 이유는 시진핑 시기 들어 기층의 저항 운동에 대한 탄압이 극심해졌기 때문이기도 하다. 중국 당국은 이러한 당평 운동을 단속하고 차단하는 동시에 부의 재분배를 강조하는 ‘공동부유’의 정책으로 민심을 회복하려는 중이다. 중국 안팎에서는 이러한 중국의 공동부유 정책과 규제 조치들을 보고 사회주의적 성격을 가지고 있다고 평가하기도 하지만 아직은 사회주의적 성격보다는 일시적인 포퓰리즘적 성격을 가지고 있는 것으로 보인다.
Abstract
In 2021, the Chinese Communist Party celebrated its 100th anniversary. President Xi Jinping has called the mission of the Chinese Communist Party over the past 100 years a great revival of the Chinese people, replacing over a century of China’s revolutionary history with a nationalist. Although China has emerged as a great power, the lives of young workers in China are becoming devastated. In recent years, discourses of “Involution(內卷)” and “Lying Flat(躺平)” have become a big online issue in China. Involution was originally the concept that China failed to transition to capitalism due to only pursuing quantitative growth without qualitative development. However, the “Involution” that became popular in China in 2020 referred to intensifying competition and an overworked society. In 2021 the Lying Flat movement meant to lie down and do nothing, meaning that workers would resist their desperate situation by a movement of non-cooperation. The reason why “Lying Flat” received such a great response is that the oppression on the worker’s protest intensified during the Xi Jinping period. The Chinese authorities are trying to restore public sentiment with a “common prosperity” policy that emphasizes the redistribution of wealth while cracking down and blocking the “Lying Flat” movement. Some people evaluate China’s common prosperity policy and regulatory measures as having a socialist character, but it seems instead to be a temporarily populist character.
