Abstract

This study explored how inquiry-based English lessons in elementary education can be designed to foster learner agency using the International Baccalaureate (IB) Learner Profile. The study addressed two research questions: (1) How can inquiry-based English lessons be designed for elementary schools? (2) How are learner agency and the IB Learner Profile enacted during the implementation of such lessons? An English unit on frequency expressions for daily habits was redesigned and implemented in four sixth-grade classes at an IB candidate school. The lessons followed the WISER inquiry model (Wonder Investigate–Step Up–Expand–Reflect) and incorporated the three elements of learner agency (voice, choice, ownership) along with the IB Learner Profile. Data were collected from the teacher’s reflective journals and students’ learning artifacts. The results indicated that inquiry-based English lessons can move beyond repetitive language practice to include meaning-making, discovering language patterns, real-life writing, and reflection. To support this process, concept exploration (e.g., Balanced, Pattern), GRASPS-based authentic tasks, thinking tools (e.g., Frayer Model, T-charts), and educational technologies (e.g., AI PengTalk, ClassCard) were integrated. Learner agency and the IB Learner Profile were demonstrated as students proposed ideas, expressed opinions, made learning choices, and independently identified language rules. Through writing about their lives, they developed ownership and internalized attributes like Balanced. Overall, the findings indicate that when intentionally designed, inquiry-based English lessons can meaningfully integrate IB philosophy and promote learner agency in elementary classrooms.
