한국 민주주의에서 공정성에 대한 인식과 민주적 지지

초록

최근 한국사회에서는 공정성이 주요 화두로 부상하였다. 이 글의 목적은 민주적 지지 결정요인으로서 공정성에 대한 인식의 역할을 분석하는 것이다. 2014년 사회종합조사를 이용한 경험분석 결과, 민주적 지지 결정요인에 대한 경쟁모델을 적절히 통제한 후에도 절차적 공정성과 사후 공정성에 대한 부정적 평가가 민주주의 만족, 중앙정부 신뢰, 국회 신뢰에 부정적 영향을 미치는 것으로 확인되었다. 분배 공정성에 대한 인식은 민주주의 만족과 국회 신뢰에만 유의미한 영향을 미치는 것으로 나타났다. 이 글의 분석 결과는 한국과 같은 젊은 민주주의 국가에서 민주적 지지에 대한 논의는 정치경제적 수행력을 넘어서 공정성에 대해 보다 많은 관심을 가져야 한다는 것을 시사한다.

Abstract

Recently, among the most salient issue is the justice and fairness in Korean democracy. Employing GSS 2014 data, the purpose of this study is to examine the influence of citizen’s perception of fairness of Korean democracy on their democratic support. Empirical findings of this study confirmed the significance of citizen’s evaluation of the fairness of Korean democracy as the determinant of system support. Specifically, citizen’s perception of the procedural and ex-post fairness turned out to be significant determinants of their democratic support: satisfaction with democracy, their trust with central government, and their trust with congress. However, citizen’s evaluation of the distributional fairness has exercised on the significant influence on the first and the third one only. As the findings of this demonstrated, it is necessary to pay enough attention to the role of the fairness as determinants of system support in the future comparative analysis of democratic legitimacy.
