도심재생사업의 지속가능성 평가에 관한 연구 : 영국 노팅엄시와 한국 대전광역시의 사례를 중심으로

본 연구는 지속가능성 차원에서 선진국을 중심으로 도심부 쇠퇴현상을 막고 재활성화를 위해 추진되고 있는 재생사업에 대하여 영국의 노팅엄시와 한국의 대전시를 중심으로 비교분석하여 국내 도심재생을 위해 계획되고 있는 각종 활성화사업 추진 시 도움을 주고자 한다. 이를 위해 본 연구에서는 도심재생사업의 평가를 위한 크게 4가지 분석측면(전략적 목표, 추진내용, 영향효과, 추진체계)을 설정하여 노팅엄시와 대전시의 재생사업을 살펴보았다. 또한, 각 측면별로 분석된 내용을 중심으로 지속가능성 측면(물리환경, 경제, 사회문화)에서 사례도시에서 적용된 도심재생사업에 대한 평가를 실시하였다. 그 결과, 영국 노팅엄시는 전체 도심재생사업의 마스터플랜을 중심으로 물리환경, 사회문화, 경제적 측면에서 사업 간 연계성을 고려한 마켓팅 분석에 기초하여 기존 도심의 자원을 최대한 활용하여 추진되었다. 대전시의 원도심활성화사업은 주로 환경정비사업에 초점을 맞추어 기존 업무와 상업기능들의 회복에 도움을 주고 있으나, 각 사업의 추진사항들이 대부분 통합적인 접근보다는 단위사업 위주의 단편적인 접근방법을 취하고 있었다. 경제적인 측면에서의 도심지역의 수요에 대한 정확한 파악이 요구되며, 사회적인 소외감을 해소하기 위한 대책도 시급한 것으로 확인되었다. 끝으로, 분석측면별 정책적 시사점을 정리하면, 재생사업은 도심부의 쇠퇴원인 및 배경에 따라 상관성 높은 사업들의 장기비전이나 목표를 공유하고, 각 사업 간 연계전략들을 도출하여 도심재생의 효율성과 전체 도시발전의 파급효과를 고려하여야 한다. 또한, 해당 도시에 잠재된 요소들을 최대한 활용하되, 사업규모, 시기 및 위치 등을 고려하여 각 사업 간 시너지 효과를 유발시킬 수 있도록 하고, 민관협력의 추진체계를 갖추도록 해야 한다.
Abstract
This study attempts to draw out the practical lessons for future sustainable urban regeneration project by evaluating and comparative analysing of the projects in Nottingham, UK and Daejeon Metropolitan City, KOREA. The analysis framework for case study consists of 4 parts which are strategic objectives, regeneration activities, gross impact, governance for project. First, we evaluated the urban regeneration projects in terms of sustainability; physical environmental, social-cultural and economic factors. In the case study on the regeneration projects of Nottingham and Daejeon, we summarized the results of this research as follows; i) the strategic objectives of regeneration project have to be established based on the factors of urban decline and designated by long-term plan toward problems in city center, ii) the regeneration activities should be planed in framework of the comprehensive master-plan for each activities towards sustainable development, iii) it need to be strong linked strategies among the activities which are urban regeneration projects by resource-efficient strategies, and also, iv) there need to have the closer partnership between private and public sectors: furthermore united different levels of government and the public, private and community actors and agencies.
