본 연구에서는 비대칭 동맹 관계에서도 약소국이 주도하는 동맹 조정이 그들의 ‘대내적자율성’과 ‘대외적 기동성’을 고려한 협상 전략을 통해 달성될 수 있음을 한국의 전시작전통제권전환 협상의 사례를 활용하여 살펴본다. 약소국 주도의 동맹조정은 동맹 당사국들이 서로에대한 이익과 제약을 동시에 가지고 있는 ‘후견-피후견 관계’ 모델을 통해 보다 적절히 이해할수 있다. 약소국도 강대국의 핵심적 이익에 저촉되지 않는 범위에서 동맹 조정을 주도할수 있는 여지를 가질 수 있기 때문이다. 이러한 관점에서 약소국 주도의 동맹조정 전략에대한 분석틀을 구성하고 한국의 사례를 검토하였다. 분석 결과는 노무현 정부와 이명박 정부시기 한국 주도의 전시작전통제권 전환 협상은 ‘대외적 기동성’의 확보와 ‘대내적 자율성’의활성화가 이루어짐으로써 성공적으로 진행 될 수 있었음을 보여준다.
Abstract
The study shows that even in an asymmetrical alliance, the weaker country can carry out its alignment through a negotiation strategy that takes into account its ‘internal autonomy’ and ‘external mobility.’ For this purpose, we examine South Korea’s negotiation strategies with the U.S. for the ‘transition of wartime operational control.’ The results of the analysis find that the South Korean-led negotiations in the Roh Moo-hyun government and the Lee Myung-bak government were able to proceed successfully by securing “external mobility” and activating “internal autonomy.” The findings suggest that a weak country-led alliance realignment strategy can be more adequately explained through the ‘Patron-Client Relations’ model.
