한미동맹의 비대칭성 형성 요인과 극복 전략

한미동맹이 체결된 지 56년이 지난 현재 한국은 경제적, 정치적, 군사적으로눈부신 성장을 하였다. 경제적으로는 세계 10위권의 경제 대국으로 성장하였고,정치적 민주화도 성공적으로 이룩하였다. 또한, 미국에게 완벽하게 의존해 왔던50-60년대 군사력과는 다르게 이제 한국은 핵을 제외한 재래식 군사력에서 북한을 능가한다는 평가를 받고 있기도 하다. 이를 바탕으로 한국 내에서는 한미관계에 대한 재정립의 목소리가 높아졌고노무현 정부의 등장으로 관계 개선의 실질적 노력이 전개되기도 하였다. 그러나한미동맹에 내재되어 있는 비대칭성은 여전히 존재하고 있다. 그렇다면 무엇이이러한 비대칭성을 존재하게 하는 것이며, 이 비대칭성을 극복하기 위해서는 어떠한 전략이 필요할 것인가? 본 논문은 이 문제를 집중 진단하고자 한다. 이를위해 우선, 일반적인 비대칭 동맹의 개념을 살펴보고, 이러한 동맹에서 비대칭성이 어떤 요인에 의해 형성되는지를 분석한 후, 한미관계에서 이러한 비대칭성을극복하기 위해서는 약소국 입장에서 한국의 전략이 어떠한 것인가를 도출한 다음, 결론을 통하여 이러한 동맹전략을 정리하여 제시하고자 한다.
Abstract
For the last 56 years, maintaining a strong bilateral alliance with the United States has been the main South Korean alliance strategy. The advent of different views, such as a divergence of threat perceptions between the two countries, however, is forcing a redefinition of the ROK-US alliance and the establishment of a more reasonable alliance strategy for the future. The Republic of Korea has tried to define the asymmetrical aspects of the alliance, so as to achieve a more equal relationship with the United States and make a sound alliance strategy for the future based on the expanded definition of security and rapidly changing security environment in Northeast Asia. In such a situation, the formation of sound alliance strategies, even if the two Korea’s unify or the threat from North Korea is neutralised, remains one of the most significant factors for the maintenance of South Korea’s security. Therefore, the purpose of this research is to find the optimal alliance strategies of South Korea in the rapidly changing international society.
