본 연구는 냉전기와 탈냉전기를 관통하여 한국·일본 본토·오키나와의 지역적 맥락이 미군기지의 형성과 재편에 어떻게 작용했는지를 비교적으로 규명한다. 이를 위해 ‘기능–피해의 가시성–동원–정책반응’의 네 항목으로 구성된 단일 비교틀을 설정하고, 각 지역 사례에 일관되게 적용했다. 분석 결과, 세 지역 모두 미군기지가 축소가 아닌 재편과 기능 강화로 귀결되었으며, 민주화와 시민사회 성장에도 불구하고 정책 변화는 전략적 필요성, 동맹 관리, 중앙–지방 권력관계 등 구조적 요인에 의해 제약됐다. 이러한 분석을 통해 첫째, 동북아 미군기지 갈등의 구조적 불평등 메커니즘을 통합적으로 제시하고, 둘째, 냉전–탈냉전기의 지속성과 변용을 동시에 포착하며, 셋째, 단일 비교틀을 통해 인과적 설명력을 강화했다. 결론적으로 동북아 미군기지 문제는 ‘냉전의 지속’과 ‘새로운 도전’이 중층적으로 교차하는 사안으로, 안보·민주주의·지역권리 간 균형을 위한 제도적 개선(SOFA·환경조항·주민협의체) 노력이 필요함을 시사한다.
Abstract
This study comparatively examines how local contexts in Korea, mainland Japan, and Okinawa shaped the formation and persistence of U.S. military bases during the Cold War and their reconfiguration in the post–Cold War era. To do so, it adopts a unified comparative framework—function, visibility of harm, mobilization, and policy response. The analysis finds that in all three settings, U.S. basing culminated not in downsizing but in reconfiguration and functional upgrading. Even as democratization and the growth of civil society enhanced the visibility and institutionalization of contention, policy change remained constrained by strategic imperatives, alliance management, and center–local power relations. The study, first, offers an integrated account of the mechanisms of structural inequality through a triangular comparison of Korea, mainland Japan, and Okinawa; second, captures the long-term continuities and transformations from the Cold War to the post–Cold War period; and third, strengthens causal explanation by applying a single analytical rubric consistently across cases. In conclusion, U.S. base politics in Northeast Asia reflects the layered interplay of Cold War persistence and new challenges, calling for institutional reforms—SOFA revisions, environmental provisions, and robust community consultation—to better balance security, democracy, and local rights.
