Abstract
This study applies Dirichlet Multinomial Regression (DMR)-based topic modeling to analyze changes in Saemaul Undong-related topics reported in Gyeongsangbuk-do over a 35-year period from 1990 to 2025. The analysis identified six major topic categories: (1) political discourse and the legacy of President Park Chung-hee, (2) identity of Cheongdo County as the birthplace of Saemaul Undong, (3) community development linked to industry and job creation, (4) community service activities by local organizations, (5) Official Development Assistance (ODA) based on Saemaul Undong, and (6) Local Saemaul organization activities linked to local issues in Gyeongsangbuk-do. Each topic exhibited temporal fluctuations influenced by changes in the political environment, regional policies, and international development strategies. The findings confirm that Saemaul Undong has evolved from a rural development model of the past into a present-day local resource and a future-oriented asset for international cooperation. This study suggests that Gyeongsangbuk-do’s Saemaul Undong holds potential for integration with multifaceted policy agendas, including strengthening local identity, fostering community revitalization, and building global networks. It also derives policy implications such as institutionalizing a Gyeongsangbuk-do-specific Saemaul ODA model, branding its birthplace identity, and regenerating social capital based on community-led initiatives.
