지방자치단체의 재정부족액을 보전하는 방식의 재정형평화제도는 재원이 부족하여 재정부족액을 완전히 보전해주지 못하는 경우에는 조정률을 이용하여 교부액을 결정하는데, 보통교부세 방식과 서울시 방식으로 구분된다. 이 논문의 목적은 서울시의 조정교부금을 대상으로 독특한 조정률 적용 방식으로 인해 나타날 수 있는 다양한 배분 상의 특이성을 살펴보며, 그에 따른 문제를 해소하기 위한 제도적 개선 방안을 검토하는 것이다. 서울시의 조정률과 교부액 결정 방식은 모든 교부 대상 지방자치단체의 사후적인 재정력지수가 같아진다는 점에서 형평화 측면에서는 우월한 것으로 알려져 있다. 하지만 재정부족 자치구일지라도 조정교부금이 교부되지 않을 수 있으며, 재정부족액과 교부액이 비례하지 않을 가능성이 있는 등 배분의 공정성과 합리성에 대해 의문이 제기될 수 있다. 이 논문은 격차 보전형 교부금의 배분에 따른 재정적 변화와 형평화 효과를 평가하기 위해 보편적으로 사용하는 개념인 재정력지수를 대체하는 재정부족액 충족도의 개념을 도입하여 서로 다른 조정률 적용 방식의 배분효과를 비교한다. 나아가 서울시의 조정률 적용 방식의 한계를 극복하기 위한 제도적 측면의 개선방안과 결산차액 정산분의 가산교부를 이용한 대안적 조정률 적용방식을 제안한다.
Abstract
The gap-filling type of fiscal equalization grants usually employs the adjustment ratio in order to harmonize the difference between the total amount of grant and the sum of fiscal shortages of all localities. The purpose of this paper is to identify the unusual allocation results that can be arise from Seoul’s unique way of applying adjustment ratio and suggest some reforming plan. It is known that Seoul’s way of applying adjustment ratio is superior in terms of fiscal equity because all local governments enjoy the same level of fiscal capacity after the allocation of grant. However, questions may arise about the fairness and appropriateness of the allocation, such as the possibility that grants may not be issued for some financially deficient autonomous districts, and that the financial shortage and the amount of grants may not be proportional. This paper compares the allocation effects of applying different adjustment ratio by introducing the concept of fiscal shortage compensation rate, which replaces the financial capacity index, a concept commonly used to evaluate the allocation equity of the gap-filling grants. Furthermore, we propose an institutional improvement plan to overcome the limitations of the Seoul's adjustment ratio application method and suggest an alternative method.
