영연방 국가의 정보체계 비교 연구: 영국·호주·캐나다를 중심으로

오늘날 정보는 국가안보에 필수 불가결한 요건인 만큼 대부분 주권국가는 국가정보기관을 운영하고 있다. 정보기관들은 다양한 형태를 보여주고 있지만 영연방 국가 정보기관은 공통적인 특징을 보여주고 있다. 본 연구는 영국·호주·3개 국가 정보기관의 조직·활동 및 통제 방식을 관통하는 원칙과 방향성을 살펴보고 시사점을 모색해보는데 목적이 있다. 이들 3개 국가 정보기관을 연구 대상으로 선정한 이유는 정보연구의 외연 확대, 모범적인 정보활동, 정치적 독립성, 정보협의체 구축, 정보통제 등 여러면에서 시사점을 제공해줄 수 있기 때문이다. 이들 정보기관은 국내외 정보 분리형 정보기관을 운영하고 있으며, 국내외 정보활동이 균형을 이루는 가운데 정보공유와 분석이 큰 비중을 차지하고 있는 점이 특징으로 나타났다. 이와 함께 분리형 정보체계의 단점을 보완하기 위해 국가정보협의체를 운영하고 시민적 자유를 보호하기 위해 다층적이고 엄격한 정보통제기재를 갖추고 있다는 점을 확인하였다. 국가정보 생산 시스템 구축, 실효적인 정보통제 시스템, 정보기관 이외 행정부 정보역량 강화 등을 정책적 제언으로 제시할 것이다.
Abstract
Today, as intelligence is an indispensable requirement for national security, most sovereign countries operate national intelligence agencies. Intelligence agencies show various forms, but common federal state intelligence agencies show common characteristics. The purpose of this study is to examine the principles and directions penetrating the organization, activities, and control methods of the UK, Australia, and three national intelligence agencies, and to explore implications. The reason why these three national intelligence agencies were selected as subjects for research is that they can provide implications in many ways, such as expanding intelligence research, exemplary intelligence activities, political independence, establishment of an intelligence consultative body, and intelligence control. These intelligence agencies operate domestic and foreign intelligence -separated intelligence agencies, and intelligence sharing and analysis occupy a large proportion while domestic and foreign intelligence activities are in balance. In addition, it was confirmed that the National intelligence Council was operated to compensate for the shortcomings of the separate intelligence system and that it had multi-layered and strict intelligence control equipment to protect civil freedom. Policy suggestions will be presented to establish a national intelligence production system, an effective intelligence control system, and strengthening the administration's intelligence capabilities other than intelligence agencies.
