본 연구는 국가정보활동에 대한 미국, 영국의 감시제도와 한국의 제도를 비교 연구하고, 이를 토대로 한국 국회의 민주적이고 효율적인 국가정보 감시를 위한 방안을 모색하는 것을 목적으로 한다. 특히 본 연구는 의회 감시기구의 구성 방식, 권한, 그리고 운영방식과 비밀 유지의 항목에 근거하여 미국, 영국, 한국 의회의 국가정보활동 감시제도를 비교하였다. 또한 한국 국회가 국가정보활동에 대하여 효율적이고 민주적인 감시를 수행하기 위해서는 정보위원회의 비당파성과 전문성을 확보하고, 권한을 강화하며, 정치화를 방지하기 위한 다양한 제도 개선을 수행해야 함을 주장하고 있다.
Abstract
This article aims to compare the intelligence oversight systems of the United States and the United Kingdom with that of Republic of Korea and to look into ways to increase the effectiveness and efficiency of Korean parliamentary oversight of intelligence. In particular, it scrutinizes and compares the structures, authorities and operation modes of parliamentary oversight committees in the three countries. It then argus that for effective parliamentary oversight of intelligence, the National Assembly’s Intelligence Committee, through system reform, should ensure its bipartisanship and expertise, strengthen its authorities and avoid being politicized.
