본 연구는 NCS 확인강사 제도의 도입 배경과 운영 현황을 분석하고, 운영체계 개선 방안을 제시하는 데 목적을 두었다. 이를위해 관련 법령과 제도적 기반을 검토하고, NCS 확인강사 등록 데이터를 분석하였으며, 교·강사, 기관장, 고용센터 및 운영기관담당자 등을 대상으로 FGI(Focus Group Interview)를 실시하였다. 분석 결과, 현행 제도는 직업훈련 교·강사의 체계적 관리, 개인정보 보호, 현장의 무분별한 교체 방지 등 직업훈련에 기여한 바가 분명하다고 평가할 수 있으나, 현재는 법적 근거의 불명확성,직종별 특성 반영 미흡, 데이터 활용의 제한성과 같은 향후 개선점이 확인되었다. 이에 본 연구는 심사기준 개선, 관리체계 및프로세스 고도화, 등록정보 활용 확대, 제도적 인프라 보완 등의 개선 방안을 제안하였다. 본 연구는 NCS 확인강사 제도의 현황을 종합적으로 진단하고, 제도 운영의 안정성과 지속가능한 발전을 위한 정책적·실무적 시사점을 제공한다는 점에서 의의를지닌다.
Abstract
This study analyzes the background and operational status of the NCS Certified Instructor System and proposes measures for itsimprovement. Relevant laws and institutional frameworks were reviewed, registration data were analyzed, and Focus Group Interviewswere conducted with instructors, training institution managers, employment center staff, and officials from operating agencies. The findings indicate that the system has contributed to the systematic management of vocational training instructors, protectionof personal information, and prevention of indiscriminate replacement. However, they also revealed limitations such as unclearlegal basis, insufficient consideration of occupational characteristics, and limited data utilization. To address these issues, this studyproposes strategies in four areas: refining evaluation criteria, improving management processes, expanding the use of registrationinformation, and strengthening institutional infrastructure. Overall, this research provides a comprehensive diagnosis of the currentsystem and offers policy and practical implications for ensuring its stability and sustainable development.
