중국공산당 제20차 당대회를 통해 본 시진핑 집권 3기 대내 정책 위험 요인 분석: ‘피크차이나(Peak China)’ 논쟁을 중심으로

초록

20차 당대회의 정치경제와 사회문화 분야 대내 정책의 한계에서 드러난여러 가지 위험 요인으로 인해 시진핑 집권 3기 중국의 부상이 가속화되는것이 아니라, 오히려 피크차이나(Peak China)에 본격 진입할 가능성이 크다. 본 논문은 피크차이나론의 주장인 중국이 부상의 정점에 진입했다는전제를 수용하되, 피크차이나론과는 다르게 이것이 곧바로 중국의 갑작스러운 쇠퇴로 이어지는 것은 아니며, 중국의 쇠퇴는 여러 가지 촉진요인과억제요인의 상쇄 작용으로 인해 점진적일 것이라고 주장할 것이다. 그리고중국은 20차 당대회에서 강조한 이데올로기, 법질서, 공동부유와 같은 평화로운 방식의 업적 정당성을 추구하기 때문에 피크차이나론의 주장처럼중국의 통치 정당성 추구가 대외적으로 반드시 미국과의 갈등과 전쟁으로이어지지는 것은 아니다. 마지막으로 시진핑 집권기 본격적으로 피크차이나에 진입했는지를 평가하는 기준이 유효한지를 검증할 것이다. 이러한 기준은 인구 재앙, 자원 고갈, 제도적 퇴화, 더 적대적인 지정학 환경, 경제불황을 포함하고, 이에 대한 촉진요인과 억제요인을 도출하여 전체적으로어떤 요인들이 더 큰 영향력을 미치는지에 따라 피크차이나를 지나 중국의쇠퇴기 진입 가능성을 추론할 것이다.

Abstract

The rise of China in the third term of Xi Jinping’s rule is not accelerating due to various risk factors revealed in the limitations of domestic policies in the policy areas of politics, economy and society and culture at the 20th Party Congress, but rather the possibility of full-scale entry into Peak China looms large. This paper accepts the premise of the Peak China thesis that China has entered the peak of its rise, but unlike the Peak China thesis, this article argues that China’s decline will be gradual, subject to the counterbalance of a number of accelerators and restraints. And since China seeks the legitimacy of its achievements in peaceful ways through ideology, law and order, and common prosperity emphasized at the 20th Party Congress, China’s pursuit of legitimacy for rule did not necessarily lead to conflict and war with the United States externally, as the Peak China thesis argues. Lastly, we will verify whether the criterion for evaluating whether Xi Jinping’s administration entered Peak China in earnest is valid. These criteria include population catastrophe, resource depletion, institutional deterioration, more hostile geopolitical environment, and economic quagmire. By deriving facilitators and restraint factors for peak China, depending on which factors have a greater overall influence, the possibility of China passing through Peak China and entering a declining period will be inferred.
