이 연구는 전생애에 걸쳐 언어치료가 필요한 대상자인 ‘느린학습자’의 치료 지원을 위해 국가 법률정보센터의 지방자치단체 조례 시스템을 통해 23개 지방자치단체가 제정한 느린학습자 지원 조례를 분석했다. 제정 현황, 구성 요소, 규범적 구조, 효과성 시스템을 비교하여 각 조례의 특성 과 문제점을 파악하고 느린학습자에게 학습 지원과 행복 추구권을 보장하기 위한 방안을 제안하 는 것을 목표로 한다. 연구 결과는 다음과 같다. 첫째, 느린학습자의 정의와 용어는 각 지방자치 단체마다 다르게 명기되어 있다. 둘째, 지방자치단체 조례에는 느린학습자에 대한 언어치료 지원 이 포함되어 있지 않았다. 마지막으로 이들을 지원하기 위한 프로그램의 개발 및 실행에 대한 구 체적인 내용은 포함되어 있지 않았다. 이처럼 느린학습자에 대한 비일관적인 정의와 조례 내 언 어치료 지원 내용에 대한 부재는 느린학습자들의 학습지원을 위해 제정된 조례의 본래 목적을 달 성하는 데 한계가 있을 수 밖에 없다. 따라서 느린학습자가 겪는 학업적, 사회적, 정서적 어려움 을 극복하는 데 있어 언어 지원 서비스 제공 지원을 강화하기 위한 구체적이고 현실적인 방안이 각 지방자치단체의 조례에 적극적으로 반영되어야 할 것이다.
Abstract
This study analyzed ordinances enacted by 23 local governments through the Local Government Ordinance System of the National Law Information Center to support speech therapy across the lifespan for individuals known as ‘slow learners’, who require language therapy. By comparing the current status, components, nor- mative structures, and effectiveness systems of these ordinances, the study aims to identify their characteristics and shortcomings and to propose measures to guaran- tee learning support and the right to pursue happiness for slow learners. The find- ings of the study are as follows: First, the definitions and terminology for slow learners vary among local governments. Second, the local government ordinances did not include provisions for speech therapy support for slow learners. Lastly, they lacked specific details regarding the development and implementation of programs to support this population. Such inconsistencies in defining slow learners and the absence of provisions for speech therapy support within the ordinances limit the achievement of the original purpose of these regulations, which is to provide learning support for slow learners. Therefore, concrete and practical measures to strengthen the provision of language support services must be actively incorporated into the ordinances of each local government to help slow learners overcome academic, social, and emotional challenges.
