프랑스 환경운동의 정치세력화와 정치적 성과

이 논문은 프랑스 환경운동이 어떻게 정치세력화 하였으며 정치세력화한 이후 어떠한정치적 성과를 나타냈는지를 연구한 논문이다. 이를 분석하기 위해서 시민운동이 정치에진입하는데 영향을 미치는 요인들과 정치적 성과에 영향을 미치는 요인들을 중심으로 연구하였다. 프랑스 환경운동이 일찍 정치에 진입했지만 선거에서 성공하지 못하고 파편화된 이유는 이러한 요인들과 밀접한 관련이 있다. 진입에 영향을 미치는 요인에는 국가의성격(중앙집권성/분권성), 선거제도(개방적/폐쇄적), 정당의 경쟁구도(개방적/폐쇄적, 연대할 정당의 존재)가 있다. 정치적 성과와 더불어 살펴볼 때 이들 요인들은 환경운동의 정치세력화에 이중적 의미를 가진다. 중앙집권적인 정치는 진입에 있어서는 상당히 부정적인영향을 미치지만 일단 진입한 환경운동의 의제가 정치화하기에는 유리한 구조이다. 선거제도 역시 이중적인 의미인데 프랑스의 결선투표제도는 새로운 정당의 등장에 유리하지만일종의 소선거구다수대표제여서 새로운 정당이 2차 결선투표에서 승리하기는 어렵기 때문에 정치적 성과에서는 부정적이다. 마지막으로 연대할 정당의 존재, 정당의 경쟁구도는 프랑스에서 환경운동의 정치세력화에 부정적이면서 긍정적인 영향을 미쳤다. 연대할 정당이없었기 때문에 정치세력화 해야 할 동인을 환경운동에 주었지만 정당의 경쟁구도가 좌우이데올로기를 중심으로 굳어진 형태이기 때문에 새로운 특히 탈물질주의적 가치를 가진Les Verts가 선거전에서 승리하기에는 어려운 구조였다. 한편 프랑스의 환경주의 정당들은 국회의원 선거와 대통령 선거이외에도 많은 선거가 있다는 사실과 정당에 대한 국가의정치자금 지원에 힘입어 여러 정치단체들이 파편화되어 정치에 참여하고 있다.
Abstract
This paper is dealt with the politicalization of French Green Movement and its political success. First of all, this paper discovers factors which influence the political entrance of a civil movement. The reason why the French Green Movement began early to enter into politics but remains small parties in electoral arena is closely related to these factors. Factors which affect the political consequence of the politicalized civil movement. These are the substance of the state (centralized/decentralized), electoral system(open/closed) and finally the competitive structure of political party(open/closed and the existence of a political party of possible alliance). Centralized state has a double effect. For the political entrance of French green movement, it is negative, but favorable for the success of the politicalization of their agenda. The second ballot system is also ambivalent because its first round means a smallest party can participate and may earn a certain amount of vote but in vain in final round. Finally in France, green movement could not find out their ally among political parties, therefore they decided to go into politics by themselves. But in terms of political party system,the French style is quite competitive in two ideological camps, so a new party,additionally post materialist, had no chance to have a good result in the election.
