한국 경찰공무원 복지제도의 현황과 시사점

이 연구의 목적은 한국 경찰공무원의 복지제도를 5개의 복지분야로 구분하여 경찰복지제도의 현황을 파악하고 그 시사점을 제시하는 것이다. 한국 경찰공무원 복지제도의 분석 결과는 다음과 같은 시사점들을 제시하고 있다. 먼저, ‘가족 및 여가 복지’와 관련하여 어린이집의 보육 정원이 매우 부족하므로경찰관서의 어린이집 시설이 더욱 확충될 필요가 있다. 또한, 현재의 경찰 휴양시설은 경찰관들의 요구를 충분하게 충족시킬 수 없으므로 경찰 수련원 시설이 더욱 확충되어야 한다. 게다가, ‘근무시설 복지’와 관련하여 경찰청은 경찰관서 내에 체육시설을더욱 확충함으로써 경찰관의 체력을 향상시킬 수 있어야 한다. 또한, 여자 경찰의 인권보호를 위해서 일선 경찰관서의 화장실, 휴게실, 샤워장 등의 편의시설을 더욱 확충해야 한다. ‘건강 및 의료 복지’와 관련하여 경찰청은 지역의대학 병원 등과 적극적으로 협약을 체결함으로써, 경찰관들이 지역에서도 양질의 의료 서비스를 제공 받을 수 있도록 해야 한다. 또한, 마음동행센터의 프로그램에 대해서 다양한 홍보를 해야 한다. ‘자기계발 및 퇴직관리 복지’와 관련하여 퇴직 예정 경찰관을 대상으로새로운 경력을 개발하여 제2의 직업을 가질 수 있도록 퇴직지원 프로그램을더욱 체계적으로 운영해야 한다. ‘보훈 복지’와 관련하여 경찰청은 유가족에대한 보상을 확실히 하고, 유자녀에 대한 장학금도 민간 장학재단과의 연계를통해서 확대 지원할 필요가 있다. 특히, 경찰청은 경찰청 홈페이지의 추모관을 개선하여 매달 ‘이 달의 추모 경찰관’을 선정ㆍ공지하고, 순직 경찰관들의 소속 경찰관서에 추모시설을 확대 설치하여야 한다.
Abstract
The purpose of this study is to classify the welfare system of South Korea into 5 areas and to identify the current state of police welfare system and to suggest implications. As a result of examining the current status of welfare system, the following suggestions can be drawn. With regard to 'family and leisure welfare', there is a very shortage of childcare facilities for police department, so the childcare facilities for police officers need to be further expanded. Also, since the present police recreation facilities can not sufficiently meet the demands of the police officers, the police recreation facilities should be also expanded. In relation to 'welfare of working facilities', police agency should be able to improve the physical strength of police officers by further expanding physical facilities in the police station. Also, for human rights of female police officers, the convenience facilities such as toilets, rest rooms, and shower rooms should be expanded. Regarding 'health and medical welfare', police agency should actively make agreements with local university hospitals, so that police officers should be able to receive the high quality of medical services in the region. In addition, various programs should be developed for Mental Assistance Center. Regarding 'self-development and retirement management welfare', retirement support programs should be operated more systematically, so that new career development can be conducted for retired policemen to have a second job. With regard to 'welfare of the patriots', police agency needs to ensure compensation for the bereaved family, and to provide the scholarship for their children. In particular, the memorial hall of police agency's homepage should post the memorial police officer of this month every month, and the memorial facilities should be installed in the police station of the officers who died on the job.
