미국 및 영국경찰의 복지정책 및 시사점

Police Compensation and Benefits in United States and United Kingdom and their Implications on Korea National Police

초록

경찰복지는 최근까지 소수의 연구자들에 의하여 간헐적으로 연구되고 있었으나, 2012년 제정된 「경찰공무원 보건안전 및 복지기본법」을 기초로 다양한논의들이 전개되고 있다. 이에, 이 연구는 미국과 영국 등 복지제도가 잘 구축되어 있는 선진 경찰의 구체적인 복지사례를 살펴봄으로써 우리나라 경찰 복지현황과 비교해 정책적인 시사점을 도출하였다. 연구 결과, 연금, 휴가, 다양한 수당 등 다수의 기본적인 복지제도는 국내경찰과 미국 및 영국 경찰이 공유하고 있는 것으로 나타났다. 다만, 국내 경찰이 도입하고 있는 복지제도의 경우도, 영국과 미국에서 더 높은 수준으로 보장되고 있는 것으로 확인되었다. 이와 더불어, 미국 혹은 영국 경찰은 경찰관들의 겸직을 허용하고, 개인의 자격으로 정치참여를 허용하며, 순찰차량을 활용한 통근 프로그램(Take-home vehicle program) 등 다양한 복지제도를 실시하고 있다. 이러한 제도들은 일반적으로 열악한 경찰의 보수체계를 보완할 뿐만아니라, 직업선택의 및 정치참여의 자유, 일가정양립 등 경찰관들이 한 명의국민으로서 보장받아야 할 권리에 대한 존중을 바탕으로 한다. 이러한 검토를 바탕으로 이 연구에서는 국내 경찰 복지 제도의 내실화가 기해져야 하며, 경찰공무원의 기본권이 보호되고, 열악한 경찰보수체계의 보완이필요하다는 점을 지적하였다

Abstract

Police compensation and benefits have been studied spontaneously by few researchers until recent days. However, since 2012, policing academia provides various discussions on police compensation and benefits. In line with these discussions, the current study introduces police compensation and benefits in United States and United Kingdom since they have a well-designed compensation and benefit system. The current study found that basic benefits, such as pension, insurance and annual leave, are common across US and UK, as well as South Korea. Although South Korean police provides these basic benefits, UK and US police forces usually provides advanced level of benefits. In addition, police officers in US and UK can usually have second-job; they may participate in politics; they also have various benefits such as take-home vehicle program. These benefits not only supplement low police salary, but also represent the agencies' respect of police officers' rights. Based on the review, the current study suggests that police should enhance the current police compensation and benefit system, protect and respect police officers' basic rights, and supplement poor salary
