Abstract

This study proposes a strategy for industrial upgrading as an alternative response to low fertility and a shrinking population, emphasizing firms’ participation in the global value chain and overseas expansion. While existing discussions have primarily focused on technological solutions such as immigration policy reform or automation to address labor shortages, this study presents a new perspective that highlights structural trans- formation through engagement in high value-added global activities. Using propensity score matching and a difference-in-differences approach, the analysis demonstrates that Korean firms’ overseas expansion significantly increases firm size, including sales and employment. These effects are particularly pronounced among manufacturing firms and those expanding into the United States and China. Furthermore, overseas expansion is found to stimulate innovation activities, suggesting that participation in the global value chain and internationalization can serve as viable strategies for addressing the challenges of a shrinking society through industrial upgrading.
