Abstract
Industrial diversification is a crucial element for enhancing sustainable economic growth and resilience to external shocks. This study utilizes national trade products and patent technology data to construct a product-technology multilayer network and analyzes two diversification pathways based on production and technological capabilities. To verify the relevance and practicality of the study, the cases of Korea and Vietnam are compared to propose a multidimensional diversification strategy toward high-complexity products. In the case of Korea, successful diversification into high-complexity products and technologies is demonstrated through the harmonious integration of industrial and innovation policies. In contrast, while Vietnam has made progress in quantitative product diversification, the diversification into high-complexity products remains limited. Moreover, this study emphasizes the need for a diversification strategy based on strengthening technological capabilities to achieve sustainable growth in Vietnam. The main contributions of this study are as follows: First, it proposes a multidimensional diversification path for countries through the construction of a product-technology space. Second, it confirms the existence of appropriate diversification strategies based on the economic complexity index, which reflects the development level of countries. Third, it presents the technological priorities that countries like Vietnam, which are still growing, need to secure for sustainable growth. This study contributes to the diversity of industrial policy design for economic growth by suggesting new pathways for diversification into new products through related technologies, in addition to existing research on diversification through related products.
