1987년 이후 미국의 한국 대통령선거 개입: 변화된 양태와 정책적 함의

초록

한국의 대통령 선거에 미국이 어느 정도 개입하는 지는 전문가들 뿐만아니라 일반인들도 관심을 갖고 있는 사항이다. 미국은 해방이후 한국의주요 정치적 상황에 구체적으로 개입해 왔고, 이는 한미관계의 역사에 다양한 각도로 영향을 미쳐왔다. 이 논문은 지금까지 자료의 결핍으로 연구대상이 되지 못했던 1987년 이후 한국 대선에 대한 미국의 개입을 심층적으로 분석한 것이다. 미국무부의 문서 비밀해제 절차에 따라 확보한 1차자료를 분석한 결과 1987년 이후 한국 대통령 선거에 대한 미국의 개입은 그때마다 주요 의제 중심으로 진행되었음을 확인할 수 있다. 1987년 대선에서는 민주화와 군의 정치개입 저지, 1992년 대선의 경우는 공정선거,1997년 대선에서는 IMF프로그램 이행과 세대교체, 2002년 대선에서는반미감정이 미국의 가장 우선적인 관심사항이었고, 미국의 개입도 이들 이슈를 중심으로 진행되었다. 1987년 이후 미국의 개입은 전체적으로 두 가지 특징적인 요소를 갖는데, 첫째는 시간이 경과하면서 과거에 비해 미국의 관여 정도가 약화되었지만, 그러면서도 한국에 비상상황이 발생할 경우는 개입의 정도가 강화되었다는 점이다. 또, 둘째는 과거 개입에 비해 개입의 방향은 적극적이면서도 실제로 개입행위는 소극적이었다는 것이다. 과거 미국의 개입이 우선현상유지를 위해 노력하고, 시간이 경과하면서 변화된 상황을 인정하는 형태였다면 1987년 대선 이후 미국은 주요 의제를 정해 놓고 이를 중심으로개입을 진행하는 방향으로 그 경향이 바뀌었다. 그러면서도 실제 개입행위는 소극적인 것이었다. 전체적으로 1987년 이후 미국의 한국 대선에 대한개입은 그 방향은 적극적이면서도 실제 개입의 정도는 약화되었다고 할 수있다. 그러한 경향 속에서도 미국은 한국의 비상사태에 직면해서는 다시개입의 정도를 강화하는 모습을 보였다고 할 수 있다.

Abstract

Whether the U.S. still intervenes in South Korean presidential elections is a matter of concern to not only Korean political scientists but also common Koreans. The U.S. has intervened in critical moments in South Korean politics and it has affected Korea-U.S. relations in various directions. This paper examines U.S. interventions since 1987 which has not been investigated before due to lack of relevant materials. This article shows that the U.S. has intervened in South Korean presidential elections since 1987 with its attention paid to some particular issues. The U.S. focused on the issue of ‘democratization’and ‘objection to military intervention’in 1987, ‘fair election’in 1992, ‘implementation of agreement with IMF’in 1997, ‘anti- Amricanism’in 2002 and its intervention centered around the issues. U.S interventions since 1987 have two characteristics. Firstly, the interventions have been weakened as time went, but the U.S. intervened actively in South Korean presidential elections when it faced a state of emergency in South Korea. Secondly, the nature of interventions was active, but the actions were not so active. Facing emergencies in South Korean politics before 1987, the U.S. normally tried to maintain the status quo at the early state. However, U.S. interventions since 1987 have been concentrated on one or two main issues and active in their nature although actions of intervention were not so active compared to those before 1987.
