초록

본 연구는 노동조건을 중심으로 한국 노동시장의 다층 분절 양상을 규명한다. 잠재계층분석 결과, 한국의 임금 노동시장은 전통적인 내부노동시장의 특성을 가진 안정형 시장과 임금 수준과 고용안정성이 낮은 저숙련형, 그리고 임금과 고용안정은 물론 사회보장과 차별에서도 취약성을 보이는 취약형 시장으로 나뉜다. 비임금 노동시장 역시 단일 시장이라기보다는 높은 수준의 소득과 고용안정, 사회보장 혜택이 담보되는 보장형과 이와 상반된 미흡형의 두 시장으로 구분된다. 기존 연구에서 지적되어 온 전통적인 노동시장 취약집단, 여성, 청년 혹은 장년, 그리고 저학력자, 비정규직 및 하청업체 근로자, 영세업체 종사자 등이 외부성이 높은 시장에 속하는 경향이 확인된다. 문제는 안정적인 일자리에서 취약집단 특히, 청년이나 영세사업장 종사자 등 비중이 점차 작아지고 있다는 점이다. 이에 반해, 외부성이 큰 시장에서 비정규직, 파견 및도급 근로자의 비중은 커지고 있다. 이는 한국 노동시장이 점차 다층적으로 분절되는 한편, 취약집단에 대한 차별이 더욱공고화되고 있을 가능성을 보여준다.

Abstract

This study identifies segmented patterns in the Korean labor market based on the quality of employment. As a result, the labor market for Korean paid workers consists of three markets: the stable market with characteristics of the traditional internal labor market, the low-skilled market with low wage and employment stability, and the vulnerable market with exclusions in social security and discrimination as well as low wage and employment stability. The labor market for Korean self-employed workers is also divided into two separated markets: one that guarantees higher income earners, employment security, and social security benefits and another that shows an entirely different attribute against the guaranteed market. It has been confirmed that the traditional labor market’s vulnerable groups, including women, youth, and the elderly; low educational levels; temporary workers and subcontract workers; and small business workers tend to belong to high externality markets that have been pointed out in previous studies. The problem is that the proportion of vulnerable groups in markets with a decent market is decreasing. This means that while the labor market in Korea is becoming multi-tiered, discrimination against the vulnerable groups may become more solidified.
