관료제 특성에 따른 정부 성과의 국가 비교 분석

초록

본 연구는 바람직한 정부 성과를 산출하는 정부능력이나 정부의 질, 또는 좋은 정부, 나아가 이와 관련된 정부 관료제에 대한 관심이 높아지고 있는데 비해 이에 대한 국제적 비교연구는 많지 않은 상황에서 각 국의 정부 관료제 특성이 정부 성과에 어떤 영향을 미쳤는지를 실증적으로 분석하여 정책적 함의를 찾고자 하는 연구이다. 분석결과, 실적임용은 정부부채비율 감소 등 경제적 성과와 영아사망률 감소, 총체적 인간개발 등 사회적 성과에 긍정적 영향을 미쳤다. 이는 실적임용이 공공부문의 부패를 감소시키고, 공정한 법 집행을 보장하는데 효과적이기 때문으로 분석된다. 이러한 결과는 민주화 이후 두드러지는 행정의 정치화 현상에도 불구하고 인사행정의 실적임용 원칙이 흔들려서는 안 된다는 점을 시사한다. 반면 정년보장은 경제성장률과 정부부채비율 등 경제적 성과에 부정적 영향을 미쳤다. 이는 정년보장을 통한 공직의 안정성 확보라는 취지를 살리되, 경직된 정년보장이 가져올 부정적 효과에 대해서는 적절한 보완이 필요함을 시사한다.

Abstract

While governance, quality of government and government capability have been researched extensively regarding their relations with government performances in diverse fields of academics, relatively less attention has been paid on bureaucratic characteristics as the predictors of government performances. This study attempts to conduct international comparative analysis empirically on the effect of bureaucratic characteristics of varied governments upon their performances. The results of this study show that meritocratic recruiting system has a positive effect on economic performance of government, such as a decrease of government debt ratio, as well as social performance, such as child mortality ratio reduction and human development improvement, indicating that the meritocratic recruiting system is effective in curbing corruption and guaranteeing the rule of law. On the other hand, the tenure system is shown to have a negative effect on economic performances, such as lower economic growth and higher government debt ratio. Overall, through the analysis on the relationship between the bureaucratic feature and government performance in the international level, this study suggests that the meritocratic recruiting system, which has a positive impact on government performance, should be maintained, while the tenure system needs to be complemented with others which can mitigate the negative effects of it.
