코로나 팬데믹 시대, 국제질서의 변화와러시아의 외교전략: 중러․미러 관계를 중심으로

Abstract

This study analyzes the changes in Russia’s diplomatic strategy in the post-Corona era, and is set in the US-China hegemonic competition, which has taken a new turn with the Corona Pandemic. This study examined the possibility of changes in Sino-Russian relations by analyzing the changes in the U.S. strategy toward China, China’s response, and Russia’s diplomatic strategy. Russia takes advantage of the deepening conflict between the U.S. and China to expand its diplomatic presence to vaccines, energy, arms sales and military cooperation. Since the outbreak of the Corona Pandemic, the U.S.-China confrontation has intensified, including the Corona Pandemic responsibility, the ideological conflict between democracy and socialism, the implementation of the Hong Kong security law, the strengthening of Huawei’s sanctions, geopolitical confrontation between the Belt and Road Initiative and the Indo-Pacific strategy, and territorial disputes and military tensions in the South China Sea. Russia, however, is pursuing a broad diplomatic strategy encompassing Africa, the Middle East, India and Asia, while avoiding confrontation between the two countries. As a major partner in the Northern Economic Cooperation and a friendly country that maintains close cooperative relations with the two Koreas and supports the peace process on the Korean Peninsula, Russia has a very important meaning for South Korea. Through an analysis of the changing international order and Russia’s diplomatic strategy, this study aims to provide implications for Korea’s foreign policy and emphasize the importance of strengthening Korea-Russia cooperation.
