Abstract

Aiming to become a leader in global governance, China capitalizes on its economic power, promoting the Chinese development model through massive infrastructure projects. However, contrary to its expectations, China’s neighbors appear less willing to follow its developmental path. This study examines East Asian public perceptions of China, arguing that China’s global leadership will require a willing alignment of Chinese governance norms among elites and the public in its partner countries, something China’s economic power may not necessarily guarantee. Using high-profile Chinese projects in Southeast Asia, this study illustrates how normative conflicts between the public and the Chinese development model can impede the Chinese expansion in the region, hampering its global strategy. Public reluctance to follow the Chinese development norms can be mobilized to reverse the government’s decision on Chinese infrastructure projects.
