Abstract

This paper analyzes the structural divergence between China studies and policy analysis in the United States, identifying the Trump administration as a critical turning point. During the Cold War, scholarship and policy co-evolved under shared strategic purposes. However, since the 1980s, China studies has evolved into a discipline focused on analyzing the complex social, political, and economic dynamics of China, while policy analysis has increasingly converged toward security-centered strategic discourse. The Trump administration redefined China as an existential threat, sidelined academic knowledge production, and reoriented strategic thinking toward instrumental simplicity and policy utility. This study attributes the divergence to mismatched epistemic goals, asymmetries in institutional and financial structures, and a shifting political environment. It traces the marginalization of China studies from policymaking through institutional case studies, while also exploring the structural conditions and practical implications for reestablishing connections between academia and policy. Ultimately, the paper reflects on the epistemological order that democratic societies must uphold amid intensifying strategic competition.
