아시아 채권시장의 현황과 일본의 금융전략

본 논문은 ABF(Asian Bond Fund)창설에 의한 채권시장의 현황을 검토하고, 공동체 구축의 주도권 경쟁에서 우위를 확고히 하려는 일본의 금융전략을 분석한 것으로 다음과 같은 결과를 도출했다. 첫째, 동 아시아 지역은 통화위기를 계기로 역내자본 활용을 위해 ABF가 창설되 었지만, 아직 역외투자의 비중이 높아 채권시장 육성에 필요한 금융 인프 라 정비가 시급한 문제로 부상했다. 둘째, 동아시아 기관투자가의 자산선 택과 배분구조가 상이하며, 투자에 있어 불균형적이다. 중국의 경우 기관 투자가들은 연금의 미성숙으로 생명보험에로의 투자비중이 높은 반면, 한 국과 홍콩은 뮤추얼펀드(Mutual fund)의 비중이 높게 나타났다. 이것은 기업의 자금조달에서 중국보다는 한국과 홍콩이 다양화를 꾀하고 있다는 것을 반영하고 있다. 셋째, 일본의 자산선택은 수익성보다 경제동맹의 관 계를 중시한 미국투자의 비중이 높다. 동아시아 지역의 투자는 직접투자 의 비중이 높아 일본기업의 역내 진출확대를 꾀하고 있다. 동아시아 지역 은 통화위기 이전과 비교해서 채권발행이 증가하고 있어 채권시장 육성과 확대의 가능성이 충분하지만, 일본의 금융전략이 동아시아 채권시장 육성 에 적극적인 자세보다는 공동체 구축의 주도권경쟁자인 중국의 투자현황 을 주시하고 있다는 측면에서 채권시장의 발전에는 상당한 시간이 소요될 것으로 예상된다.
Abstract
We have studied the trend of bond market and analyzed the monetary strategy in Japan based on ABF. We came to conclusion like these. First, the East Asia founded ABF for the intrigued, they spent much more on offshore investment and that brought out emergency problem such as the financial infra maintenance. Second, their port polio selection and the allocation structure is some how different and imbalanced. Institutional investors of China invested much more on life insurance doing to the unripe pension, while those of Korea and Hongkong try to do on various parts. Third, the port polio selection of Japan depends on the investments of America which values economic league. The investment of East Asia aims to make institutional investors of Japan en- large. The East Asia wants to grasp the leadership on the part of strategy of EPA Concluding American concern and Chinese check. Therefore the monetary strategy in Japan is checking the investment of China and the commercial league with America Japan is expected to make a negative position on the bond market in East Asia than positive one comparing with the strategy of monetary Crisis. Japan is issuing bond increasingly and making the careful position on rearing the bond market. The strategy of monetary in Japan is not expected to contribute easily on rearing the bond market Also, Japan can need to main taint the commercial infra and make up institutional points.
