아시아통화표시 해외채권 발행과 환율 변동성에 관한 실증연구: 아시아 국제채권시장 발전에 관한 시사점

아시아 역내 저축을 역내 투자로 활용하고자 하는 ABMI의 정책목표를 달성하기 위해서는 국경을 넘나들며 아시아통화로 채권발행과 투자가 이뤄져야 할 것이다. 그러나 이런 국경간 거래는 환율의 변동성을 높인다는 막연한 우려 때문에 까다롭게 규제되어 아시아통화표시의 국경간 채권발행과 거래가 활성화되어 있지 않다. 그러나 본 논문의 실증결과에 따르면 통화의 국경간 거래나 해외채권발행은 환율의 변동성에 영향을 주지 않음을 알 수 있다. 따라서 아시아채권시장의 발전을 위해 각국의 국내 채권시장 발전과 함께 역내 국경간(국제)채권시장도 발전시켜 나가야 할 것이다. 이를 위해서 아시아 국가 간의 더욱 긴밀한 금융협력과 정책적 협력이 요구된다.
Abstract
To achieve ABMI’s policy goal of utilizing regional savings for regional investments, more cross-border bond issuance and investment using Asian currencies are required. However, cross-border transactions of Asian currencies are tightly regulated and consequently are not so active because of the concerns that cross-border transactions increase the exchange rate volatility. According to empirical findings in this paper, the cross-border transactions and the issuance of international bonds in local currencies do not increase the exchange rate volatility. Therefore, for further development of Asian bond markets, domestic(local) bond market development should accompany international (cross-border) bond market development which can enhance the financial intermediation function in the region. To do so, closer policy coordination and stronger financial cooperation is necessary among Asian countries.
