북한의 권력 엘리트 조용원의 부상과 역할 변화 연구

본 연구는 현재 북한정치에서 핵심 인물 중 한 명인 조선로동당 조직비서 조용원의 정치적 경력과 그가 현재 김정은 정권에서 담당하는 역할을 분석하는 것을 목적으로 한다. 이 과정에서 북한 내부 정치에 대한 자료 부족을 극복하기 위해서 다른 사회주의권의 사례를 적극 활용하였는데, 그중에서도 소련의 레오니트 브레즈네프를 보좌하였던 콘스탄틴 체르넨코의 경력과 역할이 현재 조용원과 매우 유사한 것에 주목하여 체르넨코의 사례를 중점적으로 활용하였다. 본 연구는 우선 조용원의 정치적 성장 과정을 정리한 이후 2021년 8차 당대회에서 조직비서로 임명된 이후 조용원의 역할을 김정은의 비서, 군기반장, 김정은과 당 사이의 연락관 3가지로 분류하였다. 이 3가지 역할을 분석한 결과 조용원이 김정은의 당내 대리인 역할을 맡아 당을 관리하고 김정은의 정권 장악을 보좌하고 있다는 결론에 이르렀다. 그러나 조용원의 특별한 위상을 보여주는 여러 정황에도 불구하고 그의 경력상의 한계로 인하여 북한의 정책 결정에 있어 그의 영향력은 제한될 것이며, 그와 김정은 사이의 상하관계는 철저하게 유지되고 있을 것이라는 점은 자명하다. 따라서 현재 조용원이 북한정치에서 대체 불가능한 특수한 지위를 누리고 있다고 볼 수는 없다.
Abstract
This study analyzes the WPK organizational secretary Jo Yon Won’s political career and his role in Kim Jong Un regime, who is currently one of the key figures in North Korean politics. Inspired by the similarity between Jo Yong Won and the political career and role of Konstantin Chernenko, who had been aiding the Soviet leader Leonid Brezhnev for many years, this study extensively relied on the case of Chernenko to overcome the lack of information on North Korean internal politics. After putting together Jo Yong Won’s political career and his role as the organizational secretary, this study sorted Jo’s role into Kim Jong Un’s political secretary, the party’s disciplinarian, and the messenger between Kim Jong Un and the WPK. By reviewing these three roles, this study concluded that Jo Yong Won is one of Kim Jong Un’s deputies taking charge of party affairs and assisting Kim Jong Un’s dominance over the North Korean regime. However, despite some evidence showing a unique statue of Jo Yong Won, it is clear that his influence over the decision-making in North Korean policy is limited due to his limited professionality and that Kim Jong Un’s control over him is stable. Thus, Jo Yong Won’s role in North Korean politics is not indispensable and remains checked and limited.
