이 연구는 지역경찰공무원의 범죄 피해 및 범죄 피해 두려움의 정도를 파악하고 이들 간의 관계를 규명하는데 그 목적이 있다. 이러한 목적을 달성하기 위해 지역경찰공무원의 범죄 피해 및 범죄 피해 두려움을 언어적, 신체적, 경제적 측면의 세 가지 차원으로 구분하여 살펴보았으며, 이러한 세 가지 측면의 범죄 피해 경험이 전반적인 범죄 피해 두려움에 어떠한 영향을 미치는가를 살펴본 결과는 다음과 같다. 첫째, 직접적인 범죄 피해 경험과 관련해서는 경제적·신체적인 피해보다도 언어적인 공격에 의한 피해를 상당히 많이 경험하는 것으로 나타났으며, 범죄 피해 두려움 역시 직접적인 범죄 피해 경험과 유사하게 언어적 공격에 의한 피해 두려움이 신체적·경제적 피해보다 높은 것으로 나타났다. 둘째, 전반적인 범죄 피해 두려움에는 연령, 근속년수, 충분한 수면, 육체적 위해의 위협 그리고 단순한 폭력 피해 경험이 유의미한 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로 지역경찰의 범죄 피해 및 범죄 피해 두려움을 예방하고 경감시키기 위해서는 모욕죄, 공무집행방해죄 등의 법적 대응 외에도 적절한 강제력이나 장비를 활용할 수 있도록 관련 규정을 재검토하고, 현장 대처 매뉴얼의 제작 및 체계적인 위기 상황 대응 교육훈련 등을 통해 적법한 법집행을 도모해 나가야 할 것이다.
Abstract
The purpose of this research is to investigate the crime victimization of community police officers and the degree of the fear of crime victimization, including the clarification of their relationship. To achieve this goal, the crime victimization and the fear of crime victimization of community police officers were examined by three-dimensional categorization into linguistic, physical, and economic perspectives. And the results of how experiencing the crime victimization in these aspects affect the overall fear of crime victimization are as follows. Firstly, it is shown that the victimization by linguistic assault is even greater compared with economic or physical victimization regarding the direct experiences of crime victimization while similarly the same resultant pattern is applied to the case for the fear of crime victimization. Secondly, the factors such as age, years of continuous employment, sufficient sleep, threat on physical harm, and experience of minor violence victimization significantly influence on overall fear of crime victimization. To prevent and reduce the crime victimization and the fear of crime victimization of community police officers on the basis of this research results, the related regulations might need to be reexamined to exploit any relevant reinforcement or equipments as well as legal countermeasure against contempt and breach of official duty, etc., while legal law enforcement also need to be executed through preparation of on-site management manual and training program of handling crisis situations, etc.
