이 연구는 현장 경찰관이 직무수행 중 경험한 폭력피해의 과정과 영향을 심층적으로 분석하여 폭력피해 대응을 위한 정책적 함의를 제공하는데 그 목적이 있다. 이를 위하여 경찰공무원을 대상으로 반구조화된 설문지를 이용하여 개별 심층인터뷰를 실시하였다. 인터뷰 결과, 경찰관에 대한 폭력피해는 대부분 주취자들의 우발적인 행위에 의해 이루어졌으며, 가해자들의 공무집행방해 혐의가 인정되는 경우 현행범으로 체포하는 처리절차를 따른 것으로 나타났다. 그러나 처벌의 요건, 채증의 어려움, 업무 등의 지장, 조직분위기 등으로 공무집행방해 사건으로 처리하는 것을 꺼리는 것으로 나타났다. 또한 처리과정에서 적법절차 미준수 등의 폭력에의 기여나 유발 등의 객관적 사정은 없는 것으로 나타났으나 가해자의 돌발행동에 대한 인지부족으로 인한 미숙한 대처가 있었음을 보고하였다. 폭력피해 보상제도는 절차의 복잡성으로 인해 신청하는 경우는 거의 없는 것으로 확인되었다. 한편 폭력피해로 인한 정신적 피해의 심각성, 소극적인 경찰활동, 조직에 대한 신뢰 저하 등 부정적 영향을 보고하였으며, 특히 여자경찰관의 경우 여경에 대한 부정적 이미지의 형성과 동료들의 비난 등을 호소하였다. 이상의 연구결과를 통하여 정책적 시사점을 제시하였다.
Abstract
The purpose of this study is to provide policy implications by in-depth analysis of the violence experienced by police officers. For this purpose, in-depth interviews were conducted using semi-structured questionnaires targeting 11 police officers who experienced violence during field work. According to the interview results, most of the violence against police officers was caused by accidental acts of the drunks. In addition, police officers arrested the perpetrators according to due process if they were found guilty of violence. However, it was found that they were reluctant to deal with the case due to the requirements of punishment, difficulty in collecting evidence, disruption to work, and organizational atmosphere. In addition, although there were no objective circumstances such as contribution to or inducement of violence, police officers reported that there was an immature response due to lack of awareness of the perpetrator's sudden behavior. Due to the complexity of the procedure, it was confirmed that police officers rarely use the violence compensation system. On the other hand, negative effects such as seriousness of mental damage caused by violence, passive police activities, and decrease of trust in the organization were reported. Especially, female police officers appealed for the formation of negative images of female police officers and criticism of their colleagues. The policy implications were presented through the above results.
