이 논문에서는 네트워크를 통해 시스템화된 국토공간을 형성하는 ‘네트워크 국토공간(network territorial space)’ 모델을 논의한다. 이를 위해 그간 경제발전 과정에서 ‘국토’와 ‘지역’ 개념이 형성되는 과정을 역사적으로 고찰하고 이의 대안으로 ‘네트워크 국토공간’이라는 국토 비전 개념을 제시한다. 새로운 개념을 구성하기 위해 국토자본(territorial capital), 연성국가(soft space, virtual state) 등 기족의 국토 개념을 확장하는 논의, 공간 내외의 연계와 혁신·균형을 국가·경제의 주요 요소로 인식하는 네트워크국가론 등을 재검토한다. 또한 ‘네트워크 국토’의 구성 요소와 이행 전략을 체계화한다. ‘네트워크 국토’의 구성요소는 다양한 네트워크다. 이러한 네트워크 관계를 활성화하는 정책 목표와 과제를 수행함으로써 현재의 국토·지역을 보다 포용적이고 지속가능하고 창의적이고 연성적인 공간, 즉 ‘네트워크 국토공간’으로 전환시킬 수 있다.
Abstract
In this paper, we try to build the model of ‘network territorial space’ to form the more systematic territorial space through various networks. This paper comprises three parts: the historical examination of conventional concepts, the alternative conceptualization, and the construction of strategy for transition. The concepts of ‘national land’ and ‘region’ are existing, though ‘network territorial space’ is the more intensive and extensive alternative. The new concept are drawn from re-examining theories such as territorial capital, virtual state and network state. ‘Network territorial space’ is the inclusive, sustainable, creative and soft space and made up of various networks. Through the policies to vitalize network relations, ‘national land’ and ‘region’ might be crossed into ‘network territorial space’.
