초록

정보통신기술의 발달에 따른 문명사적 전환이 본격화되는 현 시점에서 국가발전의 동력을 결집시킬 수 있는 정신적 가치를 탐지하고자 한 본 연구에서는 계몽시대 이래 인류사회를 풍미해 왔던 근대적 이데올로기를 넘어선 새로운 대안적 이념을 네트워크 사회라는 주제 하에서 모색한다. “정보 선진국”이나 “지식강국”임을 자처해 온 오늘날 한국사회는 기술사회적 도전에 대한 능동적 대응 및 중앙집권적 통치체제의 극복이라는 이중적 과제에 탈집중화(decentralization)에 진력해 왔다. 그러나 분화와 조율이라는 양가적 과정을 동시적으로 내포하는 네트워크 사회 자체에 대한 이해나 통찰이 없이는 어떠한 정책이나 실천전략도 무용하다고 본다. 기술적, 조직론적, 사회구조적, 문명사적 접근 등 다양한 관점에서 논구되어온 네트워크 사회는 접속성 유연성다중성유동성을 함유한 것으로 알려지94 네트워크 사회의 이념적 기초와 실천 전략고 있는데, 그러한 일련의 속성들은 네트워크 사회의 지역적 성격을 “정주적 공간”에서 “흐름의 공간”으로 전환시키고 있다. 이 같은 새로운 상황에서는 자유주의나 공동체주의 혹은 그 양자의 혼합이라고 할 수 있는 복지주의와 같은 근대적 이념을 넘어선 “제4의 길”이 요청되는 바, 이 글에서는 공동체 개념의 현대적 유형인 소통공동체의 구성 양식에 준거해 ‘新관계주의’로서 지칭할 수 있는 대안적 결속원리를 추론하고, 그에 기초한 지역사회 발전 전략을 고찰한다.

Abstract

The rise of 'network society' demands a new means of social solidarity to mobilize the potential power of gross human resources. This paper aims to explore an alternative ideology that leads to new developmental values contributing to current social transformation. Currently, Korea dares to identify itself as "leading information country" or "powerful knowledge society." Faced with dual iminent tasks, to cope with current techno-social challenges and to decentralize the mode of national administration, Korean government has been devoted much to enhancing regional development and local autonomy. Without relevant knowledge regarding the working of network society, however, any attempt would not be successful. Thanks to the technological, organizational, socio-structural and civilizational approaches to network society, network society is understood to contain those properties including conectivity, flexibility, multiplicity and mobility. They tend to facilitate the shift of our life-space from "the space of stay" to "the space of flow." What is at stake is to establish an alternative ideological foundation of social integration that can surpass the rationales of modern ideology such as liberalism,communitarianism and welfarism and those of their recent derivatives,neo-liberalism, neo-communitarianism and neo-welfarism.From an examination of the trajectory of community concept, an alternative mode of social integration, what may be called 'neo-relationalism,' is articulated and strategies for regional development based on the new relational logic are discussed.
