Abstract

This paper critically examines conflicts between vision and implementation of Japan's ODA, focusing on the case of the Koto-Panjang dam in Indonesia.. The construction of Koto-Panjang dam was enforced despite persistent opposition by local residents. As the effects of the dam was not proved and many problems in the aspects of environment and human rights occurred, the residents took legal actions against the Japanese government. The causes of the suit were imbedded in the stages of planning, implementation and evaluation as follows. First, the ODA project was connected to the corporate interests inextricably, ignoring needs and demands of local residents. After the war reparation was ended in 1976, in order to ensure the new official channels of ODA, Japanese government announced 'Plans of Doubling ODA' in 1977 and expanded the subsidies to the consulting firms. TEPSCO created the Koto-Panjang dam project by conducting 'Project finding' and direct necessity of large-scale dam construction with FS report. It was the ‘Trigger of Japan ODA’that ODA project was found and conducted by the company. Second, in the process of implementation of dam construction as the ODA project, the opinions of local residents were not significantly collected, the conflict was covered and alternative plans were ruled out. Moreover, rembembering the failure of the Narmada dam, Japanese government enforced the dam construction. When the economy recession has started by bubble burst, ODA became to be considered important as the company's overseas outlets expansion including the Koto-Panjang dam project. Development cooperation was expressed as the vision of ODA, but the cooperation for the economic interests of Japan was mainly considered in reality. Third, after the dam construction was completed, many critics were raised on circumstances of the dam and about the ODA itself from societies both in Japan and in Indonesia. Japanese government conducted a post-assessment of problems and took follow-up measures. Beyond complaining, people near the area gathered power for the litigation. A legal trial was not commom for the conflics around ODA. Japanese government conducted Action Plan to avoid it. The Action Plan ended in failure for its unrealistic contents and the collusion with rural leaders. The failure of the Koto-Panjang dam project in Indonesia was due to the gap between vision and implementation of the Japnese ODA, and resulted in degenerating local residents into development refugees.
