일본 ODA 정책과 실제, 한국에의 함의 - 대 인도네시아 ODA를 중심으로 -

초록

本稿では、日本の対インドネシアODA支援政策を題材として、インドネシアに対する韓国のODA支援政策の方向性を提示した。2000年以後、韓国は国際社会から経済規模に相応するODA予算の拡大要求を受け入れるしかない状況にある。特に、ソフトパワーが強調される21世紀国際政治の下で、国力は経済力だけではなく人類の平和と安全に寄与する国家の能力にあるといえる。したがって、韓国は途上国の人々の安全と貧困消滅のためにODA予算の拡大、援助モデルの構築、援助ツールの強化など、援助戦略・政策を打ち立てる必要がある。韓国のODA政策は支援形態や支援主体、支援計画など、日本の経験から多くのことを参照している。最近、日本は人間安全保障の確保のためにNGOなどの民間の役割を強調し、レシピエントの要求を積極的に受け入れている。そして、援助の透明性を確保するために政府と民間が共同に支援事業を実施するシステムを備えている。日本の経験から、韓国は効果的なODA実施ために支援主体の統合や官民役割分担の再構築などのODA推進システムを改善し、実現可能な政策提示や目的達成のために中長期ロードマップを策定する必要がある。

Abstract

This article aims to show the way the ODA policy of Korean government should pursue by exploring Japan's ODA policy for Indonesia. Korean government has been asked to enhance the amount of its ODA by the international society, as it has turned from a recipient country to a donor country owing to its successful economic development. In the realm of world politics of the 21st century, the power of a state is evaluated not only by its economic or military capability but by whether it contributes to the peace and security of humankind. Korean government adopted many from Japanese experiences when it comes to ODA types, main agents and long‒term strategies of ODA. Japanese government has positively accepted the needs of recipient countries and emphasized the role of NGOs to secure the human security, and built the cooperation system in which the government interacts with the public to secure the transparency of ODA. From Japanese experiences, Korean government may take a lot of lessons regarding the cooperation with the public, unified agents and construction of long-term road map, and at the same time, should pursue more active role to establish the human security.
