페르낭 브로델과 안드레 군더 프랑크는 유럽이 아시아를 앞선 시기는 역사상200-300년에 지나지 않는다고 지적한 바 있다. 그리고 세계는 다시 ‘리오리엔트’(ReORIENT) 또는 ‘아시아의 시대’를 맞이하고 있다고 주장한다. 실제로 지중해에서 대서양으로 이동하면서 형성됐던 자본주의의 세계적 통합력은 서진(西進)을 계속 하다가 이제 21세기에 들어서 태평양을 건너 아시아에서 새로운 시대의물결을 만들어내고 있다. 이 글의 목적은 15세기 이후 특히 18-19세기의 산업혁명을 통해 형성되었던 서구중심의 자본주의 세계경제가 20세기에 들어 미국의 헤게모니 아래 항진을 계속하다가 반복적으로 위기국면을 맞게 되는 과정을 살펴보고, 이에 따라 아시아의 경제질서가 재편되는 양상을 분석하려는 의도를 갖는다. 이와 관련하여 이글은 먼저 1890년대 말의 위기와 1968년 및 1970년대의위기는『자본론』Ⅲ권의 이윤율 저하경향에 따른 위기 유형론의 양상을 보여준다는 견해를 따른다. 그리고 2000년대 이후 특히 최근 전개되고 있는 금융위기는1929년의 세계대공황과 유형론적 친화성을 보이고 있다고 본다. 따라서 현재 진행되는 금융위기도 세계대공황 이후 1930년대에 걸쳐 지속되었던 장기침체국면못지않은 헤게모니의 전환 국면을 보여주고 있다고 할 수 있다. ‘위기’는 ‘기회’의 또 다른 이름이다. 그리고 최근 중국은 일본을 제치고 아시아의 맹주로 부상하고 있다. 중국을 중심으로 한 아시아 국가들은 지속적인 성장과고도의 탄력적 적응력을 바탕으로 이러한 위기를 위한 돌파구를 열어주는 듯이 보인다. 그러나 현재의 국면으로 아시아의 시대, 그리고 중국의 헤게모니를 속단하기는 이르다. 아시아 사회가 미국의 중심축에 대한 강력한 의존관계를 통해 성장해 왔기 때문이다. 따라서 향후 세계경제는 치열한 헤게모니 다툼 속에서도 상당한 기간에 걸쳐 미국과 중국을 양대 중심축으로 하여 쌍끌이 어선처럼 항진할 것으로 전망된다.
Abstract
Fernand Braudel and Andre Gunder Frank pointed out that the European supremacy to Asia has been lasted for only recent 200-300 years. And now,people used to say that ‘ReORIENT’ or ‘the Age of Asia’ has come. The driving forces of capitalism for integrating the world, that had been risen up from the Mediterranean Sea and moved to the Atlantic Ocean, have been making the new tides in Asia by further crossing the Pacific Ocean. The aim of this paper is to analyze the recurrent world crises after the 20th century under US hegemony, and the reorganization of Asian economic order that has been related to those world crises. Firstly, this paper is in line with the arguments that recent financial crisis is typically similar to the economic recession and crisis of the Great Depression Periods that broke out in 1929 and lasted in 1930s, while the crisis in 1968/1970s resembled the crisis that occurred in the 1890s, in that the last two cases can be explained by the Marx's law of the rate of profit to fall. ‘Crisis’ has another name of ‘Opportunity.’ And China, by putting Japan on one side, has been emerging on the stage of the world economy as the leader of Asian countries. Asian countries, specifically China, have overcome the world economic crisis through the continuous economic growth and the flexible adaptability to the new circumstances. But it is too early to make a hasty conclusion that now is the time of Chinese hegemony or the Asian Age,considering the fact that Asian society has grown up heavily by depending on the US centered axis of world economy. Therefore, it seems that the world economy, for the time being, under the cooperation between the USA and China would stem the tide of the sea like the two-boat trawls.
