정당 내 파벌의 ‘항의(voice)’와 정치적 효과: 2008년 이후 친박계의 활동을 중심으로

초록

본 연구는 앨버트 허쉬만(Hirschman, 1970)의 “이탈, 항의, 충성(Exit, Voice, Loyalty)” 모델을 적용하여 약 5년 6개월 동안 이루어진 친박계의 탈당과 복당 과정을 설명하고, 파벌이 가질 수 있는 정치적 순기능과 효과를 밝히고자 하였다. 연구 결과, 첫째, 친박계의 탈당과 복당 과정에서 조직으로부터의 ‘이탈’과 조직 내부에서의 ‘항의’를 촉진하는 당시의 정치적 환경ㆍ제도적 환경의 영향력이 확인되었다. 둘째, 정권 내부의 ‘충성스런 반대파’로서 친박계가 일종의 ‘기능적 역할’을 수행하였음이 나타났다. 친박계는 ‘여당 내부의 야당’으로서 과반수가 넘는 의석수를 점유하고 있는 한나라당과 이명박 정권의 전횡을 방지하는 역할을 수행하였으며, 정당 내부에서의 적극적인 항의를 통해 ‘유사 정권 교체’의 효과를 발생시켜 결과적으로 19대 총선에서 ‘한나라당－새누리당’의 승리를 낳았다.

Abstract

This study focuses on the case of the Park Geun-Hye Faction, a faction of Grand National Party (GNP) in Korea. This study applied Albert Hirschman’s “Exit, Voice, Loyalty” model to the Park Faction’s case, and tried to show the functional role of the factions in the party. The result of this research showed that the Park Faction functioned a political role as ‘loyal-opposition’ in the Lee government, and the “voice” of the Park Faction produced ‘quasi-regime change’ effect.
